A Study On The Public Security Problem Of "black Gas Station" And Its Prevention And Control Countermeasures

With the development of market economy and the prosperity of automobile industry,gasoline and other refined oil products have become the "necessities" of people’s daily life,and the following problems of black gas stations have also brought new challenges to the prevention and control of social security.A large number of black gas stations have not been built in advance or built privately,which do not meet the requirements of fire protection.There are serious fire and explosion hazards.What’s more,the simple gas facilities are hidden near the residential area,which has a very high probability of causing safety accidents.Once a fire or explosion occurs,it will cause serious and malignant accidents,which will bring huge irreparable damage to public safety and people’s lives and properties Loss.Black gas station not only endangers public safety,but also its sales are mostly short of weight,illegal sales of poor quality oil products,not only damage the interests of consumers,disrupt the normal market order of oil products,but also seriously pollute the atmospheric environment.What’s more,the black gas station sells inflammable and explosive oil products to the main body without purchasing qualification in violation of regulations for economic interests,which seriously affects the social security stability and the national anti-terrorism situation.At present,many places have carried out the corresponding black gas station special rectification action,and the special action has achieved good results.However,due to lack of management experience and improper measures,the problem of black gas station can not be effectively solved after a series of remediation in many places.Based on the overall national security concept and the theory of comprehensive management of social security,this study selects the issue of security problems and prevention and control measures of black gas stations.Through field interviews,it investigates the current situation and existing problems of governance of black gas stations in Runan County,and analyzes the characteristics,hazards and prevention and control difficulties of black gas stations.From the aspect of the security issues of black gas station,this paper studies the highlights and difficulties of black gas station in the social security management,using literature analysis and in-depth interviews and other research methods,and puts forward research hypotheses through the premise research.On this basis,through in-depth interviews with 22 people and 10 public security police in Runan County and towns under its jurisdiction,the research data are obtained.This paper analyzes the in-depth interview materials from the aspects of the masses,black gas stations and public security management of public security organs,verifies the research hypothesis,and summarizes the current situation and causes of the security problems of black gas stations.Combined with the analysis results,the paper puts forward prevention and control suggestions from the aspects of improving publicity work,improving intelligence work,innovating prevention and control system,improving legal system,formulating reasonable assessment and accountability mechanism.Taking the security management of black gas station as a breakthrough,through the solution of the difficulties in security management of black gas station,we can drive to solve the prevention and control difficulties in other aspects of black gas station,and provide countermeasures and suggestions for the effective solution of the current situation that the black gas station is prohibited repeatedly.
