Study On The Fiscal And Tax Policies To Promote The Development Of Ecological Agriculture In Lishui City

For a long time,agricultural academia has been focusing on the problems related to the scientific development of ecological agriculture,including comprehensive agricultural interdisciplinary topics discussion and specific related professional research.Based on the theme of ecological agriculture development in Lishui City,I conducted out a further research on the fiscal and tax policy theory from the strategic perspective of analyzing the development prospect of ecological agriculture.Nevertheless,on the basis of relevant theories,instead of only focusing on the research of related finance and taxation,I chose to further expand to discuss the necessity and foresight of promoting the development of ecological agriculture.Considering that this mountain city has beautiful ecological environment,its transformation and upgrading of traditional agriculture has great potential.Simultaneously,it is necessary for the relevant policy departments to strengthen the research on the policy system for transforming traditional agriculture to ecological agriculture actively.In this opportunity period,the social stakeholders can closely follow the direction of the development of ecological agriculture,so as to move towards a better model,such as farmers,farms,agricultural enterprises and so on.In recent years,No 1 Central Document not only puts forward the Three Rural Issues: Agriculture,Rural Areas and Farmers,but also emphasizes the need to promote high-quality green development of agriculture and rural areas.Against the background,it is obvious that future development direction of the city is not merely the objective requirement under the situation of backward pressure of China’s agricultural development problems,but also a profound agricultural reform.Considering that there are some difficulties to be overcome in the development of ecological agriculture,this paper analyzes the problems and shortcomings existing in current financial and tax aspects according to current situation of Lishui’s ecological agriculture development and the support of related fiscal and taxation policies,as well as the development mode of Lishui’s ecological agriculture under governmental guidance.Besides,current situation and development process of ecological agriculture in other domestic provinces and cities and other foreign countries are also summarized,to propose a series of feasible targeted fiscal and tax policy suggestions for the specific operation of Lishui.For example,the government can implement some intervention policies like tax reduction and exemption,financial subsidies,and support for scientific research.Based on the above,it is hoped that the long-term,stable,healthy andsustainable development of Lishui’s ecological agriculture can be accelerated greatly.
