With the development of public building in China,the existing public building area reached 8.33 billion m~2 in 2012,and the energy consumption(excluding northern heating)was 182 million tce,accounting for 26.4%of the total building energy consumption.The rapid growth of consumption has been the attention of the relevant government departments.The central government has repeatedly put forward the energy conservation of government agencies and large public buildings,Wuhan,in response to the call of the central,set up a special energy audit team,completed the energy audit for nearly 100 state organs office buildings and large public buildings during the period of 2009 to 2016.At present,the contract energy management model has been most used in the implement of energy-saving transformation of Wuhan,the most valued of the transformation unit is the benefits of energy savings that the transformation of the project can bring.The collection and processing of energy data at the beginning of the energy audit,the presentation of different energy-saving retrofit schemes,the different operation management modes and the different energy-saving calculation methods will lead to the change of the final energy saving.Therefore,in order to obtain the transformation unit and building energy users both sides satisfied,it is necessary to develop a energy-saving computing system to measure the energy savings benefits of the transformation project fair and reasonable.Based on the energy saving diagnosis process and the results of some public buildings in Wuhan,this paper studies the screening and fusion of energy consumption data,establishes the benchmark energy consumption model of the building according to the energy bill method,and then studies the influence of length of the base period and the key influencing factors to energy consumption.Then,the concept of energy consumption characteristic index is put forward,and the energy saving calculation method based on energy consumption characteristic index is established.Finally,the energy saving of the actual energy saving project is calculated and evaluated by using the method and the existing energy saving calculation method respectively and find that the energy bill method to calculate the energy saving situation is unstable by analyzing the differences in the calculated results,the calculation results of the direct subtraction method are not reliable not considering the external factors,the energy method of energy consumption characteristics is most reasonable.In this paper,the part which is confusing of energy saving diagnosis in public buildings is studied,which is helpful to promote the standardization of energy saving diagnosis of public buildings,so that the conclusions of energy saving diagnosis of different public buildings have the basis of horizontal comparison and accelerate the research process of the energy saving of public buildings.At the same time,the energy-saving calculation method based on the energy consumption characteristic index does not need to obtain the detailed month-by-month bill and monthly energy consumption key factor data,and there is no cumbersome simulation process,the result is high accuracy,which is very suitable for the energy auditors to evaluate the energy savings of energy conservation in public buildings.
