Study On The Government’s Purchase Of Social Organizations In The Field Of Aids Prevention And Control In Yunnan Province

This study analyzed the social organization service in the government purchase project of Yunnan province on AIDS prevention and control.The content includes the background,the reason,the policy document,the service subject,the management system,the specific process,the relevant standard requirement and the general situation of the purchase object.The author analyzed the problems and causes,and put forward the corresponding countermeasures according to the reasons and the problems.The findings of this study are as follows:This paper analyzed data and interview information,also from the Yunnan Province STD AIDS Association to provide the relevant purchase services rules,documents,meeting information.Through the analysis and summarizing of the above materials,the following results are presented:" Yunnan Province,the Government to buy anti-AIDS social organization services " by the Yunnan Provincial Bureau of Prevention and Control Bureau of the establishment of the "leading group" leadership,Yunnan Institute of Drug Dependence established "project Management of the Office"to manage the specific purchase process,state(city)and county(district)level of the Bureau is responsible for the area of daily management and supervision.The specific purchase process is the purchase of service program development,open tender,agreement management,acceptance assessment.From the purchase of service data and data analysis,the Yunnan government to buy anti-AIDS social organization services,is still in the development stage,there are imperfect legal system,purchase service process,supervision and management is not perfect,the purchase content is not wide,Single,the main management of a single,to undertake the main capacity of the problem of service.This paper analyzes the causes of the problems according to the above aspects,and makes suggestions on how to improve the system,broaden the channels of fund raising and improve the level of public service provision.
