In the rural areas of rural health care network,township hospitals as an important hub,plays a key role in supporting,township hospitals responsible for the area residents to provide basic medical services and rural public health services,is the backbone of rural health and The backbone.The strength of the service capacity of township hospitals directly determines the accessibility and service level of medical and health services in rural residents,which is the basic guarantee for the steady improvement of rural population health level and the key link in the reform and development of rural medical and health undertakings in China.It is a way to understand the existence of major problems in the reform and development of township hospitals,and to propose feasible suggestions and countermeasures for the problems of these problems,so as to optimize the government’s ability to improve the service capacity of township hospitals in the current socio-economic environment.Medical resources allocation to provide reference.In this paper,through the investigation and study of G County Township Health Center,this paper analyzes the current situation of service and service capacity of township hospitals in G county,and puts forward the countermeasures of service construction of township hospitals,which enriches the relevant theories of township hospitals’ management.Government departments to rational allocation of primary health care resources to provide a reference basis.Through this capacity evaluation study can also be compared with the prediction of G County socio-economic situation is basically similar to the relevant areas of the township hospital service capacity.This paper first constructs the relevant index system to evaluate the medical and health service ability of G townships and township hospitals by means of literature analysis and expert consultation.Then,according to the capacity evaluation index system,the first-hand data are input,After a treatment,Topsis method was used to study the service ability of G county township hospitals in Gansu Province by means of rank sum ratio method.The evaluation and data analysis were carried out to obtain the final evaluation conclusion:G county township hospitals basic medical and public health service capacity is generally at a weak level,still can not meet the area residents of the basic medical and public health needs,and the development level of township hospitals there is a big gap between the township hospitals health Serious imbalance in health resources.Finally,according to the results of the evaluation,combined with the information obtained in the interview,the paper analyzes the external factors of the service capacity of the township hospitals in G County and finds out the weak links in the medical and health service of G county township hospitals.For these weak links,Proposed to improve the Gansu Province G County township hospitals service capacity of the feasibility recommendations:(1)improve the incentive mechanism of the hospital to improve the quality of service in township hospitals;(2)increase financial investment,improve the township hospitals,technical and information construction;(3)to optimize the hospital’s human resources structure,improve the efficiency of township hospitals;Level;(4)to further clarify the functional orientation of township hospitals,and comprehensively improve its service capacity.
