Under the background of the continuous deepening of the reform of the medical and health system,the internal operation and management system of public hospitals have gradually been concerned by the public.With the continuous rise of the private medical market,the monopoly status of public hospitals has long been broken.In order to meet the requirements of the new medical reform policies for public hospitals,it is indispensable to perfect effective internal control and management mechanisms for hospitals.The requirements of the new medical reform policy emphasize that public hospitals must strengthen the control over the property and materials of the hospital.Medicines is the most important and fundamental medical material in public hospitals.Effective control of their quality and safety will not only affect the daily operations of the hospital.Directly affecting the patient’s life safety,it is necessary to establish an effective public hospital internal control management mechanism,improve and optimize all aspects of drug management to ensure drug safety,reduce hospital drug costs,and enhance public hospitals in the medical market competitiveness.This article takes the S public hospital as the research object,combines the existing internal control theory to analyze the current status of the implementation of its internal control system in drug management,and adopts the internal control management status of the four hospitals from the tender procurement to the use of the drug in the S hospital.The study found that S hospital’s drug management has problems such as poor communication of information,lack of drug risk control mechanisms,unreasonable management organization of pharmaceuticals,backward management of personnel,inadequate supervision and management of drugs,and imperfect internal control mechanisms for drugs.At the same time,it analyzes the causes of the problems in drug administration in S hospitals,and proposes corresponding suggestions for improving the problems in its internal control.Including: Optimizing the organization structure of drug administration in S hospitals,reorganizing pharmacy councils,clarifying the functions of pharmacy council management,and detailing the duties of drug administration in each department;improving the system for dividing the powers and responsibilities of drugs in S hospitals,standardizing drug procurement procedures,and improving the design of drug monitoring and acceptance Clarifies the duties of pharmaceutical financial staff,optimizes the process of drug inspections,improves the personnel management system for S hospitals,introduces high-end medical professionals,regularly organizes employee training,optimizes the compensation system for S hospital employees,and improves the risk management capabilities of S hospitals.The risk assessment mechanism for hospital drugs,the establishment of a risk management team;the enhancement of S-hospital drug administration information construction,the increase of the hospital’s use of the HIS system,the improvement of the hospital’s drug management personnel’s information technology level,and the increase of investment in hospital websites;We will establish an internal control and supervision mechanism for drug administration in S hospitals,improve the hospital’s supervision and management system for drug quality,and improve the level of internal audit personnel in hospitals.This article links the theory from the internal control to the actual situation,and provides specific suggestions for the improvement of the existing drug management problems in the S hospital.It hopes to optimize the internal control mechanism of the hospital drug administration and increase the comprehensive competitiveness of the S hospital in the medical market.At the same time,it is hoped that this study can provide reference for public hospitals that have similar problems in the internal control and management of pharmaceuticals,such as similarly-sized hospitals or brothers’ hospitals,and jointly promote the sound improvement of the internal control mechanisms of public hospital drug administration.
