A Study On The Changes Of Medical And Health Policy Under The Framework Of Advocacy Alliance

The framework of the coalition framework is an important theoretical framework to explain the process of policy.It takes the belief in the participation alliance in the policy process as the core element of the game in the process of explaining the big-time span policy.At the same time,the learning mechanism of the internal and external policy orientation,and the professional policy theory.In the course of the evolution of China’s medical and health policies,there is always a dispute between"fairness" and "efficiency" in value selection,and on the basis of the fierce debate on which two of them have more priority,the alliance of "government leading" and"market dominated" is formed.This paper,taking the framework of the coalition framework as the theoretical basis,carefully combs the major events in the process of the evolution of China’s medical and health policies,and identifies the dynamic factors that lead to the changes in policy.Compared with the benefit logic and technical rationality,the difference of the inter alliance belief system is more effective in explaining the dynamic factors of the change of health policy.The learning of the alliance both sides in the policy orientation helps to promote the gradual change of the health policy,and the major external events can produce a strong disturbance to the turn of the policy.The professional policy forum has played an important role in breaking the policy stalemate of the alliance.However,in the process of China’s medical and health policy change,there are some problems,such as the weakening of the power of spontaneous change and the ineffectiveness of external power units.Therefore,it is suggested to build a benign coalition framework to debate the environment,strengthen the policy oriented learning among the alliance,strengthen the support for the civil health policy forum,at the same time,strengthen the foresight of the health policy and enhance the internal driving force of the policy reform.On the basis of the evolution rule of China’s medical and health policy,we should enhance the scientific and effectiveness of China’s medical and health policy reform.
