Health Resource Allocation And Spatiotemporal Evolution Characteristics Of Linfen

Both fairness and efficiency is the basic principle of the rational allocation of health resources,this paper based on the geography of time and space analysis method,the selection of Linfen 17 counties(city,area)hospitals,certified doctor,registered nurses,beds,more than ten thousand yuan,fiscal expenditure health expense,sickbed utilization rate and visits 8 health indicators,2007 to 2015 as the research period,using the Lorenz curve and Gini coefficient,Thile index and Data envelopment analysis method,to measure health resource allocation fairness and efficiency of Linfen,and using Arcgis software will be 2007,2011,2015 three time section of health resources allocation efficiency space visual expression,and finally,in view of the current existing problems put forward countermeasures and suggestions,specific research conclusion is as follows:(1)equity of health resource allocation: the population fairness of health resource allocation of Linfen is better than that of geographical area,and there have been different degrees of decline between 2007 and 2015.Gini coefficient are different between the indicators,according to the configuration of fairness from high to low sorting,followed by bed > certified doctor > hospital > ten thousand yuan of above equipment > hospital medical practitioners,registered nurses > fiscal health costs;From three areas of Linfen,dongshan district,central would,xishan district,three big area allocation of health resources area is greater than the regional differences,regional differences are significant to the overall difference,the main reasons for the significant regional difference is caused by significant difference would in central area.(2)the health resources allocation efficiency aspects: overall level of health resource allocation efficiency of Linfen is not high,from 2007 to 2015,the comprehensive efficiency,technical efficiency and scale efficiency showed a decline.In particular,the overall efficiency and technical efficiency have been reduced from a high level to a lower level,and the scale efficiency has been reduced by a small amount and still at a high level.From three areas of Linfen,the comprehensive efficiency,technical efficiency and scale efficiency are present would lower central,east and west two spatial distribution characteristics of high mountain area,the level of economic backwardness and dispersed population distribution area,high efficiency,whereas the economic level in developed and densely populated areas,a strikingly low efficiency level;From the administrative level,showing a region at the county level comprehensive efficiency,technical efficiency and scale efficiency were significantly higher than that of the distribution characteristics of county-level cities and municipal districts,among them,the municipal district scale efficiency is the lowest levels,comprehensive efficiency and technical efficiency level of city at county level are the lowest;From specific area,suburb only a region to DEA efficient and remain the same from 2007 to 2015,the comprehensive efficiency of Houma and technical efficiency always keep the lowest level,Yaodu area is the technical efficiency is higher,and the lowest level of comprehensive efficiency and scale efficiency.The rest of the comprehensive efficiency,technical efficiency and scale efficiency all have varying degrees of decline,individual regions have rise,allocation of health resources basic present by higher level drops to medium level of change.(3)there are many factors affecting the allocation efficiency of health resources.Among them,technical efficiency and scale efficiency both have influence on comprehensive efficiency,and the effect of technical efficiency is more significant.In addition,the number of patients and the rate of hospital bed utilization,have a significant impact on the input-output efficiency of health resources.(4)combined with the actual situation of health resource allocation of Linfen,to improve health resource allocation fairness and efficiency are the following countermeasures and suggestions: to optimize the economic development pattern,inorder to narrow regional differences;set up an information-based medical and health service system to meet the multi-level and diversified medical and health needs.To sum up,this article from the perspective of geography,the allocation of health resources of Linfen the measure and the space-time evolution of fairness and efficiency,carries on the analysis and research,such literature is less,and this just is the important content to improve the level of health resource allocation of Linfen,to improve the efficiency of health resource allocation fairness and provide the scientific countermeasure and the suggestion.
