After the new medical reform, public hospitals are faced with an increasingly complex competitive environment, and sound asset management is a guarantee of their competitiveness. In the traditional management mode, hospitals often allocate more resources to doctors’ compensation, and in equipment purchases, they ignore the operational capacity improvement of assets. Therefore, combined with the hospital’s operational strategy, with its own strong asset system as the anchor, seeking hospital management from the perspective of assets is a new perspective to enhance its competitiveness. This paper first introduces the research significance and innovation of the article, and introduces the theoretical and practical research progress of asset management and ALCM in detail, and introduces the actual situation in the medical field. This paper introduces the design of the indicator framework through questionnaires, and introduces in detail the design ideas, principles, sample selection, distribution and recycling of the questionnaire, and details the presentation, inspection, data processing and final determination of the indicators.Subsequently, the RA hospital was actually adapted, and the process of constructing its indicator framework was introduced in detail. The B-type equipment ventilator was taken as an example to reproduce the purchasing decision, which provided an example for the reference enterprise. In the following chapters, the problems found in the research and adaptation process are sorted out,and the internal causes are exploited for the defects of management mode and information system. In the article summary, the shortcomings and limitations of the model establishment process are described, and management suggestions are put forward. The research results of this paper mainly include:comprehensively combing the development history and practice process of theoretical research at home and abroad, and combining the actual situation of domestic medical industry to find the entry point of theoretical research of public hospitals;combined with the basic principles of asset management, combined with a large number of interviews and questionnaires Data, mining problems in RA hospitals, and understanding the demands of all parties. Then,on the basis of the above, the three-dimensional index system of RA hospital was established. The purchase link was taken as an example for simple analysis, and the specific case was introduced. The specific implementation process and considerations of each adjustment item were introduced. At the same time, the consideration factors of the subsequent links were briefly introduced.By integrating the information received by the questionnaires and interviews, combined with the feedback information obtained during the actual model implementation process, the problems existing in the existing management system of the RA hospital are explored. This paper attempts to proceed from practical problems, seeks solutions to problems in line with the strategic development of the hospital, and proposes management suggestions by adjusting the hospital management framework and service awareness. The innovation of this paper is mainly to adapt the hospital to the innovative ALCM model, design the asset management model that meets the characteristics of the hospital through the model of questionnaire interview;explore the problems existing in the daily management activities, and propose the plan and suggestion according to the characteristics of the hospital. In summary, the asset management evaluation model and corresponding management recommendations established in this paper are in line with the existing asset scale of RA Hospital, and provide a good reference for the same type of hospital management.
