Since the implementation of the new medical reform in 2009,nearly a decade of market-oriented reform has brought about remarkable changes in the medical and health industry.For countries at present fully implemented "cancel the drug addition,additional medical services" policy implementation effect evaluation,using the index changes in Fuzhou city Fuzhou city public hospital reform in three months after the first people’s hospital reform data analysis to evaluate the health reform implementation effect,solutions will be given focused on three aspects of doubt,first of all,does this reform bring real benefits to patients;Secondly,in the process of the medical reform,what changes have taken place in the hospital’s operation and the revenue and expenditure structure,and whether the hospital has achieved the expected reform goals;Thirdly,whether the changes brought by the medical reform better arouse the working enthusiasm of medical staff,and whether medical staff should strictly abide by the medical ethics and customs under the fair and equitable remuneration.The study found:(1)Cancelling the drug addition to a certain extent helps the patients reduce medicine expenses.Meanwhile,in spite of the greatly increasing medical service charges,patients’ out-of-pocket expenses will be brought under effective control under various matching measures such as health care,but under the pressure of medicine proportion and consumables proportion index,some unnecessary big checks are produced,which remains a hidden trouble for patients.(2)Under the implementation of medical reform,the revenue and expenditure structure of Fuzhou No.1 people’s hospital has been well reversed from September to November,2017.The drug proportion shows a cliff-like decline,gradually breaking down the old-style "covering hospital expenses with medicine revenue" pattern.However,there is a gap between the progress and the index set by National Health and Family Planning Commission.(3)The proportion of total medical business cost in the three months before and after the medical reform increased by only 0.15 percent,and the satisfaction of medical staff after the medical reform was only 65.9% according to the questionnaire.Conclusion: in the current medical reform of public hospitals,while the medical service fee increases too fast,the mechanism of active fee control should be improved,the dynamic adjustment mechanism of medical service price should be reasonably constructed,and various regulatory functions,except the hospital itself and the government,should be given full play,so as to improve the salary incentive system for medical staff.
