Along with the background of China’s economy entering a new normal situation and the rapid development of urbanization level,the rural population has rapidly flooded into the city,and there have been many problems of repeated waste in the insurance,medical investment and construction links,resulting in rising management costs and funds.The waste also has a certain negative impact on the integrated development of urban and rural residents,which has weakened the fairness and equivalence of urban and rural residents’ rights and interests.Based on the research of sociological development,the medical security system under the urban-rural dual structure is still in the stage of exploration and improvement.Many social problems arising from the rural medical system have not been properly resolved.Medical security is a topic of great concern to every farmer and is closely related to their immediate interests.Therefore,the development and improvement of the rural medical security system has very important practical significance.The lack of rural medical security system and the lack of fairness will also arouse strong reaction and resentment from the society.Due to China’s special development model,the huge development gap between urban and rural society has been highlighted.In the field of medical public services,the level of medical insurance for farmers is seriously out of contact with economic and social development,the medical service needs that are seriously behind farmers,and the medical insurance that lags behind urban residents.Service Level.Under the new era of fundamental changes in the main contradictions of Chinese society,the priority of rural development,the improvement of medical services that farmers can enjoy,and the legal form to ensure farmers’ medical security are necessary institutional measures.According to the health data in 2017,there are 10.79 health technicians per 1,000 population in the city,and there are only 1.42 people in rural township health centers per rural population.The uneven distribution of urban and rural health resources in China has not changed..There are still many problems that need to be studied,such as the uneven allocation of medical resources in urban and rural areas,the weak awareness of farmers’ participation in insurance,and the lack of legislative system.In view of the above problems,this paper summarizes the academic development and field research,and takes the rural priority development policy as The background is based on the urban-rural dual structure structure and the government interventionunder the rural priority development policy.From the peasants’ medical security rights and interests as the logical starting point,the theoretical reasons and realistic constraints of the huge gap between the urban and rural medical security levels under the dual structure are analyzed.Promoting the smooth implementation of the reform of the rural medical security system,the government has a basis for solving the problem of farmers’ medical security.This paper selects Nanyang City,Henan Province,which has the most population,the largest area,and the largest number of counties,as a case study,collecting Nanyang City from 2003.The medical insurance data from the year of the trial is analyzed and the successful experience is promoted.By combing the exploration process and current situation of China’s rural medical security system,this paper summarizes the main problems in the rural medical security system.Finally,it explores the reform proposals of the farmers’ medical security system under the rural priority development policy from the perspective of the integration of management science and law.To make some contributions to the realization of urban and rural homogenization of medical and health services.
