ObjectiveAs the only disease that is not yet included in the medical insurance,free antiretroviral treatment has been carried out in China for 15 years.Understand the needs of health services(HIV/AIDS),health service providers(first-line doctors for antiviral treatment,nursing,management personnel),health resource funders(health and family planning departments,medical insurance departments),and drug purchasers(CDC and AIDS treatment designated hospitals)provide information and policy support for the integration of HIV/AIDS anti-viral treatment into the government s medical insurance system.MethodsA combination of questionnaires and in-depth interviews was used.Through the questionnaire survey in Kunming city,and Hekou County of Honghe state,Yunnan Province,to understand the illness and medical insurance status of the patients with HIV/AIDS,and use EXCLE and SPSS17.0 for data processing and descriptive analysis.Through discussions with the Medical Insurance Bureau,the CDC and the doctors and nurses who treat AIDS in Shenzhen,Guangdong Province,Hangzhou,Ningbo,Zhejiang Province,Kunming,Yunnan Province,to understand their views on the inclusion of the disease in Medical Insurance,as well as to the opinions and suggestions for the prevention and control of AIDS.Results1.A total of 1,725 HIV/AIDS were surveyed,including 1,242 males,with an average age of(39.5 ± 12.5)years and 483 females with an average age of(42.6 ±11.5)years.Sexual transmission accounted for 77.9%,of which the number of heterosexual transmission was the highest,accounting for 47.6%,followed by homosexual transmission,accounting for 30.3%.2.Although most of HIV/AIDS(69.2%)did not change their jobs because of illness,72%of patients had monthly income lower than the monthly average of Yunnan Province.88.3%of AIDS patients had medical insurance.When asked if they were willing to include HIV/AIDS antiretroviral therapy in their medical insurance,770 people expressed their willingness,accounting for 45.1%.Further enquiries were made to patients who were unwilling to be included in health insurance,and 28.3%(487people)expressed their willingness to spend money to buy health.38.9%(671people)are willing to go both.A total of,257 people are willing to pay for health,accounting for73.4%.3.In interviews of financing of health resources,health service suppliers and of drug purchase three workers,the majority of respondents would much rather have AIDS antiviral treatment in health care,reason mainly includes:(1)Can save a lot of central transfer payment funds to the nation,and enhance the consciousness of the local government of HIV/AIDS prevention and control,and responsibility;(2)Making patients pay part of the medical expenses can exert a binding effect on their daily behaviors to a certain extent and improve their medication compliance;(3)It can improve the salary of medical workers and their working enthusiasm.ConclusionThrough the investigation and research on this subject,it is a general develeping trend that HIV/AIDS antiretroviral treatment should be included in the Medical Insurance system.Raising funds through national units and individuals can not only alleviate the financial burden of the state and the unit,but also increase the individual behavior binding force of the insured by paying the insurance premium,improve the compliance of patients with medication,and reduce the possibility of opportunistic infection.The insured can enjoy the same equal rights of others medical treatment equitably,once sick can get the corresponding treatment,while relieve patientsl pain and reduce the economic burden of patients and the spirit.Nor do they fail to pay premiums because they need more medicine,reflecting the principle of equality.At the same time,bringing HIV/AIDS antiretroviral treatment into Medical Insurance is added to reduce the situation that the supply of medical service is less than the patients’ demand,also promote the patient can get better service.
