| Township hospitals are the "hub" of the rural health service network system in China.They are responsible for providing comprehensive services such as preventive health care,basic medical services,rural public health services,diagnosis and treatment of frequently-occurring and common diseases.It also manages village clinics,and provides technical support and training for rural doctors in business.In recent years,the training and construction of medical and health professionals has been paid more and more attention in China.The government has promulgated a series of documents,such as the Outline for the Development of Health Manpower in China 2001-2015,the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform of Medical and Health System,and the Opinions on Strengthening the Construction of Health Talents Team.Relevant ideas,measures and objectives and tasks in the management and training of students.Governments at all levels have also steadily increased investment in grass-roots health services,and rural tertiary health service institutions have been significantly improved in infrastructure.At present,the majority of township health centers in D County have basically completed the task of renovation and expansion of medical service houses.Infrastructure construction of health centers has been significantly improved,service functions have been increasingly improved,and "hardware" problems such as infrastructure have no longer become the main problems restricting the development of township health centers.In the new policy of health reform issued by the state in 2013,"further enhancing the capacity of primary health care services" was once again highlighted.It is an important goal of the new health care reform to lighten the burden of medical treatment and encourage people to go to the nearest primary medical institutions.The author has conducted a large number of investigations and studies on the allocation of public health human resources in township hospitals in D County.The survey shows that in the township hospitals of D County,the annual outpatient visits are fewer,the amount of traditional Chinese medicine visits is lower,the health centers of several wealthy townships occupy more health resources,the total number of health workers providing services in township hospitals is insufficient,and the proportion of temporary workers is higher,and the proportion of women health workers is higher than men.The composition of talents with intermediate and lower professional titles and the proportion of talents with senior professional titles are relatively small,which restrict the service quality of township health centers.Constructing the competence quality model of public health service personnel in D Township Health Hospitals,the results show that the basic knowledge of staff in D Township Health Hospitals is weak and their continuing education is insufficient at this stage;the aspects related to traditional Chinese medicine health management and vaccination are well mastered through investigation,but the knowledge and skills related to health management of common diseases are mastered.The situation is generally poor,and we still need to strengthen our learning.The employees with higher professional titles and professional qualifications in public health institutions in D Township and Township Areas will have good internal competency quality.The longer working time and higher educational level will not improve the internal competency quality.These results show that in order to further effectively improve the competency quality of township health workers,pay and professional titles should be strengthened.Guidance in terms of honor and other aspects should be guided by comprehensive achievements to improve their sense of responsibility and ultimately improve their internal competency.In summary,the research shows that the shortage of health personnel,inadequate professional composition,irregular human resources management,weak competency of staff,and inadequate training of human resources are the urgent problems to be solved in the allocation of human resources in township health centers in D County.Therefore,it is necessary to strengthen all-round investment in rural health personnel,develop their professional structure in a balanced way,standardize the development of human resources management,strengthen the training and re-education of health personnel,and guide them with comprehensive achievements to improve their sense of responsibility and ultimately improve their internal competency.To solve these problems,our specific strategies are as follows:first,we should give full play to the leading role of the government and promote the development of township health centers themselves;second,we should establish a scientific assessment system for township health personnel and give full play to the role of incentives in human resources management;third,we should optimize the structure of health profession,strengthen post training and continuing education;fourth,we should pay attention to the
