| Medical and health personnel are the foundation of China’s medical and health service system and an important support for ensuring the health of the whole people and building a healthy China.The report of the Nineteenth National Congress of the Communist Party of China pointed out that the strategy of healthy China should be implemented,the national health policy should be improved,and all-round and full-cycle health services should be provided to the people.The grass-roots medical and health institutions in Qinghai are located in the hinterland of the Qinghai-Tibet Plateau,where the natural environment is harsh.For a long time,there has been an objective reality of the shortage of medical resources and health personnel.The problem of medical treatment for the masses of farmers and herdsmen is very prominent.Therefore,it is particularly important to strengthen the research on the construction of grass-roots health personnel in Qinghai Province,to enhance the grassroots people’s sense of access,to effectively promote the "four transformations",to fully implement the "four solid" requirements,and to further promote the "May 4th Strategy" and "one excellent two high" strategic deployment.Based on the theory of public management and the empirical study of grass-roots medical and health institutions in Qinghai Province,this paper systematically combs the current situation of grass-roots health personnel team construction in Qinghai Province,analyzes the problems and causes of talent team construction,draws lessons from the experience of grass-roots health personnel team construction both inside and outside the province,and puts forward countermeasures to promote the grass-roots health personnel team construction in Qinghai Province in light of the actual situation of Qinghai Province.The conclusions are as follows:1.There are some problems in the construction of grass-roots medical and health personnel in Qinghai Province,such as insufficient and unbalanced total personnel,difficult recruitment and introduction of personnel,poor stability of personnel,lack of high-level health personnel and unbalanced structure of academic qualifications and titles.2.There are three main reasons for the lag of the construction of grass-roots medical and health personnel in Qinghai: poor natural environment makes it difficult to recruit people at the grass-roots level;insufficient investment in continuing education leads to inadequate improvement of the quality of personnel;and inadequate innovation of management mechanism leads to poor employment environment.3.The construction of medical personnel in Qinghai Province can be carried out from three aspects: policy,education and medical reform.In terms of policy,we should strengthen the top-level design of personnel work,scientifically formulate the development plan of medical and health personnel at the grass-roots level,establish and improve the working mechanism of counterpart medical support,increase government financial input,and improve the incentive and guarantee mechanism of medical and health human resources at the grass-roots level;in terms of education,we should strengthen the continuing education and academic education of health professionals at the grass-roots level,and further implement the orientation of rural orders Medical students and village doctors free training project;medical reform,deepen the reform of the title system of grass-roots medical and health personnel,to give grass-roots medical and health institutions self-determination.This study enriches the theoretical content of talent team construction in public management,and provides theoretical basis and practical reference for the introduction of policies and measures for health personnel team construction in Qinghai Province. |
