Quantitative Research On Healthcare Big Data Policy Documents In China Based On Web Crawler

Objective:During the "13th Five-Year Plan" period,the National Health Commission will comprehensively promote the "Internet + Healthcare" service.Promoting the development of healthcare big data is an important way to achieve the "Healthy China" strategy and the national innovation and development strategy.Promoting the application of healthcare big data is an important support for deepening the medical reform and improving the health governance model.In recent years,China has promulgated a series of healthcare big data policies.The policy literature is the real reflection and behavior imprint of the government handling of public affairs.It is of great significance for grasping policy objective,perfecting policy system and improving the quality of policy information and the effectiveness of Information transmission by scientific and effective analysis of policy documents.Based on this,this paper has constructed a healthcare policy text database.On this basis,to multi-dimensionally analyze China state-level of healthcare big data policy literature and the overall grasp healthcare big data policy basic characteristic and policy objective.we deeply analyze the problems of healthcare big data policy in the formulation and actively explore solutions of problems.With a view to provide a new idea and practical reference for formulation and improvement of healthcare big data policy in China.Methods:The python self-programming program and Web crawler technology are used to download the policy texts on the official website of the National Health Commission,a total of 55826 policies and constructed a local healthcare policy text database by the MySQL.On this basis,the data used were a total of 179 healthcare big data policies,the search deadline is December 31,2017.We used statistical methods and VOSviewer to the external feature of the state-level of healthcare big data policy literature based on three dimensions,ie.,policy year,policy type and policy subject;Word segmentation technology based on word frequency statistics,we used word frequency analysis and content analysis to mine the internal theme of policy literature based on policy text content.The VOSviewer is used to cluster analyze the keywords that characterize the content of the policy text,and visualize the content relationship network of the state-level of healthcare big data policy with PAJEK.Results:We has constructed a healthcare policy text database.From the perspective of external characteristic,the development of China state-level of healthcare big data policy has experienced a budding period and has entered a rapid development period;It mainly includes the efficiency-led policy release form,including "letter","opinion" and "notification",accounting for 34.1%(61/179),17.9%(32/179),16.2%(29/179),respectively;the National Health Commission issued the most in 143 policy literature of separate issued,accounting for 69.9%(100/143),and participated in the joint publication of the policy literature with the largest number of publication,accounting for 16.3%(28/172).The wide cooperation among policy entities,and the policy formulation involving various aspects of governmentindustry-academy.From the internal theme,the relevant policy focus on healthcare big data construction,healthcare big data application,healthcare big data service and artificial intelligence assisted treatment.Conclusion:From the perspective of external characteristic,the China state-level of healthcare big data policy pay more attention to the promotion and popularization of policy;The National Health Commission is the main force of policy formulation.From the internal theme,China attach importance to the medical services for the convenience of the people,constantly accelerate the development of medical and health informationization,promote the deep integration of modern information technology and medical services;The construction of healthcare big data is still in its infancy in China,and healthcare big data can be applied to various fields such as disease,medicine and pension,so as to develop telemedicine,hierarchical diagnosis and community healthcare can provide convenience and benefit for people,the relevant policy content emphasize the standardization of intelligent medical technology based on big data,covering a wide range of topics.
