Research On The Implementation Effect Of Graded Diagnosis And Treatment In Yan’an City Based On DEA Model

Hierarchical diagnosis and treatment is a benefit to the people system,which effectively alleviates residents’ difficulty in seeing a doctor,optimizes the procedure of seeking medical treatment,improves the order of seeking medical treatment,lowers medical expenses and makes rational use of medical resources,and is the top priority of the new round of reform of the medical and health system in China.At present,all regions of our country have actively explored and carried out grading diagnosis and treatment,Yan’an City has also made preliminary progress,but how to implement the results still need to be further evaluated.Based on the theory of public goods,the theory of new public management and the theory of stakeholders,this study takes Yan’an ’s hierarchical diagnosis and treatment system as the object of study,adopting the methods of literature research,expert consultation,in-depth interview and mathematical modeling.The effect of grade diagnosis and treatment in Yan’an city was analyzed.First of all,through the analysis of the relevant policy documents and practice of grading diagnosis and treatment in Yan’an City,we can grasp the effect of grading diagnosis and treatment in Yan’an on the whole.Secondly,using the health data of Yan’an City from 2014 to 2017,the DEA analysis model is constructed.From the point of view of health resource allocation,the health resources of each level organization and 11 counties in 2 districts are analyzed.The efficiency is evaluated dynamically and statically,and the implementation effect of grading diagnosis and treatment in Yan’an is obtained.Thirdly,the existing problems and the causes of the problems are analyzed through the running status and empirical results of grading diagnosis and treatment in Yan’an.Finally,through comprehensive analysis to improve Yan’an branch diagnosis and treatment system put forward feasible suggestions.It is found that the primary consultation rate is low,the two-way referral rate is low,the professional talents are short,and the medical insurance system is not perfect in Yanan city.In view of the existing problems,suggestions are put forward in four aspects: implementing the first consultation system at the grass-roots level,perfecting the two-way referral system,perfecting the talent management mechanism,speeding up the reform of the medical insurance system and optimizing the structure of health input.
