A Research On Government Supply And Policy Improvement Of Maternal And Child Health Service In China Under The "Universal Two-child Policy"

On January 22,2017,Wenzhuang Yang,director of the Family Planning and Guidance Department of the National Health and Family Planning Commission,pointed out at the National Health and Family Planning Commission’s implementation of the Universal Two-child Policy’s effect gradually emerged,there is still a certain gap between the fertility-assisted policy and the public’s fertility willingness.It is also necessary to further improve the policy measures related to maternity to encourage fertility.Maternal and child health services are the provision of health care services for women and children,especially maternal and child health services during pregnancy,which are directly related to the survival and health of pregnant women and infants.For this,this article is related to Maternal and child health care closely related to women and children,studied the status of government supply of maternal and child health services in China under the Universal Two-child Policy,and explore what policy improvements should be made at the government supply level.The research will be carried out in the following three aspects: First,combining the corresponding policy texts promulgated by China in maternal and child health care with the government’s public health resources allocation for maternal and child health institutions、maternal and children’s health and health status,combing the policy evolution of China’s maternal and child health services and the status quo of government supply.Secondly,to investigate the public’s evaluation of the government’s supply status of maternal and child health services,that is,to understand the effectiveness of maternal and child health services provided by the current government in China,and to establish a model of fertility willingness impact,to identify key indicators of the maternal and child health service supply effect,and Further assessment of whether the supply of maternal and child health services in China has a positive impact on the reproductive willingness of the public,on this basis,analyze the current problems of the supply of maternal and child health services in China,and point out the direction of government policy improvement.Finally,we will sort out the construction of maternal and child health services in the United States,Australia and Russia,mainly from the United States and Australia,where the maternal and child health service system is perfect,and the institution building and service provision in maternal and child health care in the three countries similar to China.The content was analyzed to find out the measures that can be used for reference in China,and combined with the advanced experience of countries in the construction of maternal and child health services,to provide policy improvement suggestions for the improvement of maternal and child health services in China.After reviewing the status quo of government supply of maternal and child health services in China,combined with the experience of foreign maternal and child health services,this paper mainly proposes the following three aspects of policy improvement:(1)Pay attention to the supply of maternal and child health services to different groups of people,especially paying attention to Maternal and child health services for women during pregnancy and vulnerable groups.(2)Increase the supply and utilization of maternal and child health care and health resources,improve the training mechanism for maternal and child health care talents,improve the efficiency of government funds for maternal and child health services,and establish a multi-subject supply model led by the government.(3)Improve the supply effect of maternal and child health care services,improve the quality of service for maternal and child health care and early childhood care,pay attention to the developmental needs of maternal and child health care service supply,improve the graded diagnosis and treatment system for maternal and child health services,and standardize the price formation mechanism for maternal and child health care services.China has made great achievements in the construction of maternal and child health care.The survival and health status of women and children in China has been significantly improved,but the society is progressing,the economy is developing,and there are still problems to be solved in maternal and child health care work.Therefore,China needs to move forward on improving the maternal and child health service system and ensuring the healthy development of women and children.
