Path Dependence And Problems Of Long-term Care Insurance System

With the aging process accelerating,the number of the elderly population continues to grow.According to statistics,there were 240.9 million people aged 60 or above in China,accounting for 17.3 percent of the total population,including 158.31 million people aged 65 or above,accounting for 11.4 percent of the total population,by the end of 2017.In addition,the family structure tends to be small and core,and the traditional family pension model has been unable to meet the care needs of the large elderly population.Faced with such a severe situation,long-term care insurance system emerged as an effective policy to deal with the aging population.In recent years,a wave of research has been carried out on the long-term care insurance system.Many scholars have made detailed discussions on how to construct the long-term care insurance system,which mode to choose and how to learn from foreign experience.Especially with the long-term care insurance system in our country to carry out the pilot,many of the problems appeared in the process of practice,such as service mismatch between supply and demand,service allocation is not reasonable,etc,which are also more scholars attention,they have put forward the countermeasures to solve the problems in the pilot,mostly just to talk about problems,from the technical level to improve and perfect the measures are put forward.This paper argues that,however,the long-term care insurance system in the emergence of these problems because it exists in the process of establishment and practice of the old system of path dependence,along the path of the old system,become a"lock" effect,and the "lock" effect makes a lot of problems in the current long-term care insurance system is inevitable.Based on this,this paper first discusses the relationship between long-term care insurance and basic medical insurance in the system formation from the perspective of the system text.Then it analyzes the path that the practice and development of old-age service policy have created for the long-term care insurance system over the years,and the "lock"effect of this path on the long-term care insurance system.Finally,the paper discusses the shaping effect of traditional welfare benefit identification mechanism based on household registration and identity on long-term care insurance benefit identification mechanism under the compensatory social welfare model in China.Based on this,the problems of long-term care insurance system under path dependence were investigated,and relevant policy Suggestions were put forward to improve the long-term care insurance system.
