Study On Countermeasures To Improve NGO's Effective Participation In Comprehensive AIDS Prevention And Control

AIDS,as a harmful infectious disease,has become a global problem.With the rapid development of social pluralism,the measures,such as prohibiting paid blood donation,fighting against drugs and pornography,and mass media propaganda about AIDS-related knowledge,cannot fully respond to the complex situation of the development of AIDS epidemic in China.Because of the positive externality of AIDS prevention and control products,if the private enterprises provide AIDS prevention and control products,there will be Market Failure.The competitiveness and non-exclusiveness of AIDS prevention and control products determine the inefficiency of government intervention,that is "Government Failure".The mass media propaganda is not targeted,so most of high-risk population of AIDS at the bottom of society,such as female sex workers,drug addicts,cannot grasp sufficient knowledge on AIDS prevention.In addition,the particularity of high-risk groups conflicts with the mainstream values of the country.All above affect the overall effect of AIDS prevention in society.Non-governmental organizations(NGOs),with the characteristic of public welfare,volunteerism,non-profit and flexibility,have shown the advantages of low cost,high efficiency and flexibility compared with the government.NGOs can make important supplements in special areas where the government cannot fully play its role.This research is to study the current situation of NGOs' participation in comprehensive AIDS prevention and control in X district,W city and analysis the existing problems through the methods of literature research,quantitative research and comparative analysis,and to propose countermeasures by learning successful experiences at home and abroad about NGOs participating in work of AIDS prevention and control.In 2010,the organizations of Red Ribbon Club and Alliance of Volunteers participated in the local AIDS prevention and control work in X district,W city,supported by The Global Fund of AIDS program.Through cooperation with the disease control department,Red Ribbon Club took the HIV/AIDS people and their families as service objects,and carried out comprehensive care work,including financial assistance,providing communication platform and testing consultation.Alliance of Volunteers mainly carried out behavioral intervention activities to publicize AIDS prevention knowledge and anti-discrimination among college students and migrant workers.The participation of NGOs has provided important supplements and made positive contributions to the AIDS prevention and control work in X district,W city.However,as newly established social organizations,they lack legal status and self-capacity,the number and quality of their personnel are not enough,and the source of funds for supporting the organization to carry out its work is single.All theses factors impede the survival and development of the NGOs.The main reasons are the passive attitude of NGOs towards organization registration,deviation of organizational behavior purpose,neglect of talent team construction,and narrow financial channels.There are many successful cases of NGOs participating in AIDS comprehensive prevention and control work at home and abroad.They have made important contributions to the care and assistance of HIV/AIDS population,and targeted behavioral intervention among high-risk and key groups of AIDS,including drug users,homosexuals,female sex workers,adolescents and migrants,specially among the three kinds of AIDS high-risk populations(MSM,FSW,drug addicts).Owing to the particularity of their status,it is very difficult for official institutions to contact with them.However,most of the volunteers in the "grassroots organizations" come from these three groups.They can carry out peer education on AIDS deeply and make up for the work of government departments.By consulting literature and other materials,drawing on the successful experience of NGOs in Uganda,Australia,Thailand,Hong Kong,Yunnan,Guangzhou and other places in China,and combining with the working mechanism of other NGOs in W city,we put forward countermeasures and suggestions to alleviate the working dilemma of NGOs.First of all,the government should create institutional ways for NGOs to bring their value into full play,reduce the management of specific affairs of NGOs,strengthen the support and input power,and enhance the inspection and administration.In addition,the NGOs should strengthen self-organization construction,improve self-management level to improve their own healthy development.Besides,the NGOs should emphasize the construction of talent team,absorb all kinds of professionals to join the organization actively,and improve the working skills of volunteers through training,so as to enhance the service ability.Finally,we should increase the sources of funds for NGO work,obtain support from all sectors of society,and improve the NGOs'ability to raise funds.
