A Study On The Problems In The Party Construction Of Provincial Public Hospitals In Hebei Province

In June 2018,the General Office of the CPC Central Committee issued the Guidelines on Strengthening the Party Building Work in Public Hospitals,which put forward “Conscientiously strengthening of the Party leadership over public hospitals,improving the management system of modern hospitals and promoting the implementation of healthy China strategy”.This means that China’s health system must be guided by “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” to open up a distinctive path of the Party building in public hospitals.Objective: To find out the weak lines and outstanding problems in the grass-roots Party building work of provincial public hospitals for our province,analyze the causes for the problems,explore the thought and countermeasures of public hospital reform and development guided and protected by the work of Party building on the basis of summarizing and drawing the advanced experience and practice inside and outside the province,so as to provide the scientific basis of health care for building a power province and a beautiful Hebei.Materials and Methods: This paper adopts such research methods as literature review,depth interview,questionnaire survey and comparative analysis methods to conduct an in-depth investigation on the grassroots Party building problems of ten provincial public hospitals in Shijiazhuang City,then make the qualitative and quantitative analysis on the results.Results: Twenty experts in Party building of ten provincial public hospitals were deeply interviewed,1,000 questionnaires were sent out and 975 were recovered.The overall results show that the general satisfaction of the Party building work in a public hospital is higher,88.23% of respondents think the Party building work in a public hospital is “very good” or “good”;70% of public hospitals think that the Party building work plays an important role in connotation construction of the hospitals such as hospital thought leading and hospital culture.Meanwhile,it is found that there are some major problems in the Party building work of public hospitals in our province,such as insufficient study of the political theory system,incomplete implementation of the dean responsibility system under the leadership of the Party committee,inadequate inner-party supervision and strict management of the Party,imperfect management and assessment mechanism of middle-level cadres,and “two peels” in the Party construction and business works.Conclusion:1.The respondents have a higher degree of satisfaction with the grass-roots Party building work of public hospitals in our province.2.There were still many problems existing in grass-roots Party building work of public hospitals that needed to be improved.3.The reasons of the problems which existed in grass-roots Party building work of public hospitals include the insufficient playing of the central role of the Party committee leadership,the inadequate understanding of the important position and role of the grass-roots Party building work,and the lack of the pioneering spirit in the new era.
