As social and natural sciences develop continuously,the competition in general hospitals is not limited to the medical level,but lays the emphasis on the comprehensive strength which is mainly made up of medicine,teaching,research and prophylaxis.As the primary indicators to evaluate the strength of general hospitals,they complement and restrict each other.In recent years,the scientific research capability has become the important part to reflect the comprehensive strength of the hospitals,that is to say,the stronger the capability,the stronger the strength,even the top ranking in various domestic lists,the higher social status,and more influence among the people.Successful medical workers are often good at medicine,teaching and scientific research and,with a mature research group standing behind them,apply through evidence-based transformation and clear division the research achievements to diagnose and remedy patients,and prevent diseases,during which the full-time scientific research personnel play an important role.They are not only the main power fighting at the first line,but also crucial to the sustainable development of the research,and to improve its overall strength and academic influence.What they do closely relates to the clinical practice,scientific innovation,teaching and training,and is the important link in the clinic-research-clinic evidence-based transformation.The research is of perspectiveness,innovativeness and practicability.However,the full-time research personnel’s working will not bring economy benefit directly and their performance is not easy to be measured.A large amount of efforts and discuss have been done in many general hospitals at home and abroad to make objective evaluation on the researchers’ performance,but there still lacks system research to do that.How to strengthen the management of the full-time researchers,especially how to make fair and reasonable performance appraisal for them has become the major subject the scientific research management faces.It is of great significance to further perfect the management,and to improve the research capability and comprehensive competitive power of the hospitals,thus attracts attention of all walks of life.Research PurposesTaking the full-time scientific research personnel in general hospitals as the research object,questionnaire survey was made by means of qualitative and quantitative studies against the research management experts,academic leaders,PI,key members of departments,full-time researchers and graduate students of the medical universities of army and air force as well as the hospitals attached,through which the scientific and reasonable evaluation index system for the full-time scientific research personnel’s performance appraisal was planned to be established.Research Methods1.Literature study: Through collection,identification and arrangement of related literature,retrieval analysis of common books,continuous publications and special documents were carried out,and then the literature was reviewed to draw up the evaluation index for the performance appraisal of full-time researchers initially;2.Social investigation: Questionnaire survey,key informant interview and Delphi expert consultation were involved,based on which the specialists having expertise in management and research in the medical universities of army and air force and the hospitals attached were chosen to carry out the study on the evaluation index system for the performance appraisal of full-time researchers;3.Analytic Hierarchy Process(AHP):(1)Hierarchical structure model(wherein the evaluation index system had been established by means of expert interview and 2-round expert consultation);(2)The expert consultation form was designed for the weighting coefficient of evaluation index;(3)The weighting coefficient was calculated,and then the consistency checked.Research ResultsThe study applied scientific methods of literature research,expert interview,questionnaire survey,Delphi Method and Analytic Hierarchy Process(AHP)together and,through three rounds questionnaire survey and expert consultation,the evaluation index system for the performance appraisal of full-time researchers and the evaluation specification were determined finally.This system was divided into three types of indicators,including 3 first-class targets,13 second-class targets and 34 third-class targets.With corresponding weight assigned to each class of targets scientifically,the system was ensured to adapt to actual situation of the hospitals with enough fairness and rationality.1.The weighting coefficient of the first-class index: the weight coefficients of the capability,quality and performance of scientific research are 0.1830,0.2144 and 0.6026 respectively.The consistency ratio(CR)of the 30 experts was between 0.0000-0.1169,and the consistency of the index evaluated by each expert was good.The coefficient of variation(CV)was 53.51,32.83 and 22.39,respectively,thus there existed certain difference in the importance evaluation made by the experts on the capability,quality and performance of scientific research;2.The weight coefficient of the secondary-class index:the weight coefficients of basic ability,innovation ability and collaboration ability are 0.1965,0.5042 and 0.2993 respectively.The consistency ratio CR is between 0.0000-0.1169,which shows that the evaluation consistency between each expert index is good.The variational coefficient is 47.73,29.71 and 40.71 respectively,showing that experts have some difference evaluations on the importance of basic ability,innovation ability and collaboration ability.The weight coefficient of scientific attitude and scientific research morality is 0.4500 and 0.5500 respectively.The consistency ratio CR is 0.0000,which means the consistency is excellent;The variation coefficient is 37.22 and 30.45 respectively,which shows that there are certain differences in the evaluation by experts on the importance of scientific attitude and scientific ethics.The weights of the eight secondary indexes of scientific research performance are 0.1339,0.1603,0.0967,0.0969,0.1137,0.1519,0,0.1253 and 0.1214 respectively The consistency ratio CR is between 0.0000-0.1290,which means the consistency is good.The variation coefficient of weight coefficient is between 33.77-54.72,showing that experts differ in the evaluation of the importance of the secondary index of scientific research performance;3.The weight coefficient of the third class index: the detail of the third class index weight coefficient is in The Second Part.The consistency of experts’ evaluation for each indicator is good;there are some differences in the evaluation on the importance of some indicators;4.The calculation of combined weight and the result of index system constitution: By use of multiplicative rule of probability,the combined weight(comprehensive weight)of the target was obtained in such manner that,starting from the first-class target,the weighting coefficient of target in this class was multiplied by that in the superior class.In relation to the consultation result from the 30 experts selected,the specific average weights of various targets were obtained through calculation,based on which the evaluation index system for the performance appraisal of full-time researchers in general hospitals was designed.Conclusions and SuggestionsDepending on scientifically designed procedures and technical line together with various analysis methods,a set of evaluation index system for the performance appraisal of full-time research personnel in general hospitals is constituted,which consists of 3 first-class targets,13 second-class targets and 34 third-class targets.It is capable of introducing new method to evaluate HR management in the hospitals and good for the overall assessment of these researchers’ abilities and performance,further improves the system evaluating their performance.Herein considering such researchers’ work related to clinic closely,with the clinical application at the first time included as the evaluation index,and the transformation benefit included into the evaluation system with corresponding weight assigned,the new mechanism classifying fundamental and practical research effectively is constituted.It allows the full-time researchers in the hospitals to have a brand new understanding on their own work,thus improves their enthusiasm greatly,gives full play of their subjective initiative and expands their innovation ability,and then guides them to carry out the research from the aspects of evidence-based transformation and clinical demand.The all above are of great significance for the improvement of clinical research and for the clinical practice with new technology and new methods.Therefore,for the general hospitals intent to build full-time scientific research team,it is advised to:1.develop the regulations and policies specially for the team building according to the characteristics of these researchers,such as compensation benefit,incentive measures and assessment system in order to arouse their enthusiasm,strengthen their sense of belonging and responsibility;2.supply scientific and reasonable evaluation index system for the performance appraisal to these researchers and,combined with the features of clinic,guide them to go into the virtuous cycle of ‘Clinic outputs research,Research cultivates clinic’;3.establish flexible incentive mechanism according to the level of these researchers and,taking the team building,personnel training,job promotion and material reward into consideration,make a perfect career plan for them step by step.
