| Objective: To investigate the public welfare awareness and incentive satisfaction in doctors of S-Hospital in Xiaogan city,and to analyze the problems and corresponding causes in the incentive mechanism using the incentive theory,so as to provide a reference scheme for improving the incentive mechanism for doctors in county-level public hospitals and effectively promoting the supply-side structural reform in S-Hospital.Methods: The literature relevant to this study were systematically consulted and collected through CNKI,Wanfang,VIP,CBM,PubMed.The reform contents and incentive theories on public welfare in S-Hospital at home and abroad were summarized.By questionnaire investigation and semi-structured interviews,300 doctors from S-Hospital in Xiaogan city were investigated.After data collection,the database was established by 2persons using the aided software at the same time to ensure the accuracy of the data.According to the analysis requirements and data characteristics,analysis of variance and t test for the data were carried out with SPSS 20.0.Results: 1.The score of public welfare awareness of doctors in S-Hospital of Xiaogan city was 39.39±9.06.Public welfare awareness showed statistically significant differences in purchase of five social insurance and one housing fund,awareness of core ideas,age,positional title,length of employment and annual income(P < 0.05).2.The total score of incentive satisfaction of doctors in S-Hospital of Xiaogan city was 73.47 ± 18.74.The score of salary and welfare was 16.15±4.53,the score of working environment was 24.19± 5.87,the score of punishment-reward system was 16.73 ± 4.73,and the score of incentive mechanism was 13.36 ± 4.67.Incentive satisfaction presented statistically significant differences in purchase of five social insurance and one housing fund,awareness of core ideas,positional title,and annual income(P < 0.05).3.To some extent,the policies on return of public welfare increased the business income of S-Hospital in Xiaogan city,but the relatively backward incentive mechanism resulted in low enthusiasmof doctors.4.The data shows that the satisfaction of doctors’ incentives and the annual income(rs=0.226,P<0.01)at the S hospital in Xiaogan City are significantly correlated at the 0.01 level(both sides).Conclusion: 1.The overall level of public welfare awareness and incentive satisfaction of doctors in S-Hospital of Xiaogan city is not high.Purchase of five social insurance and one housing fund,awareness of core ideas,high academic qualifications,senior positional title and high annual income are correlated to high public welfare awareness and incentive satisfaction.2.The policies on return of public welfare have certain impact on county-level hospitals and increase the business income of hospitals to some extent.However,the relatively backward incentive mechanism results in low enthusiasm of doctors.3.In S-Hospital of Xiaogan city,single incentive mode for doctors,unfair salary incentive system and disharmonious hospital culture are gradually exposed,which also restrict the further development of county-level public hospitals.4.The reform of public hospitals has entered an "in-depth zone".It is recommended that county-level public hospitals strengthen public welfare awareness,cultivate doctors ’professional qualities,enhance the hospital’s comprehensive strength,create a harmonious hospital culture,enhance doctors’ cohesiveness,and establish differentiated salary incentives Model to mobilize the enthusiasm of the doctor. |
