| For the development and prosperity of our socialist culture,the personnel team working in public cultural institutions is the base and the talent is the key,as they bear the social functions of mass entertainment,cultural and ideological propaganda and the construction of our core social value system.With the deepening reform of our cultural system,it has been greatly improved and upgraded in our public cultural institutions with respect to human resources management compared to that under the planned economic system.However,the overall situation of cultural personnel is yet to meet the requirements of the era for building a country with powerful socialist culture.There are several existing issues such as insufficient personnel,to be optimized staffing structure,temporary shortage of talents,which all restrict the cultural development and prosperity.In this paper,we choose the Hangzhou Children’s Park as the research object,analyze the existing problem sand the underlying reasons associated with the park personnel.On this basis,we put forward a sound mechanism for personnel training measures,"project management".Tasks such as temporary cultural activities in the park,improvement of the park environment will be packed as projects.All the members in a project team formed by needs will work together to complete the task.In practice,the children’s park employs the "project management system" as an important way to encourage and develop the comprehensive ability of each potential talent.With "project system",any person with potential capacity or creativity has the opportunity to participate in the project regardless of their seniority,education or job titles,which could stimulate the staff motivation,train the thinking ability of talent system as well as the abilities to control the park activities and to summarize and improve.Thus,this is a comprehensive training process for the improvement of overall personnel capacity,while the help and guide from the institutional leaders and department heads will definitively accelerate its progress and growth.To effectively test the incentive functions of "project management" for personnel talents,we employ interviews and questionnaires combined with Merton paradigm of functional analysis to analyze the consequence of implementation of the "project management" at the children’s park.We try to fully understand the positive and the negative effects of the "project management" on park personnel,and provide recommendations to optimize the "project management" at Children’s Park. |
