At present,China’s economic development has entered a new normal.Whether it is to deepen supply-side structural reforms,or to stabilize growth,promote reforms,adjust structure,benefit people’s livelihood,and cultural construction all play a crucial role.The "13th Five-Year Plan" period is not only the final stage of building the well-off society in an all-round way in Hubei Province,but also the time for Hubei Province to step into the ranks of a strong cultural province and take the lead in achieving cultural well-being in central China.Pay attention to the construction of a well-off culture and give full play to the great role of culture in leading the fashion,educating the people,serving the society,and promoting development.It has become a powerful spiritual force and cultural support for the economic and social development of Hubei Province.In recent years,the overall development of a well-off culture construction in Hubei Province has shown a rising trend.The "five core indicators" have been accelerating and the foundation for cultural development has become increasingly strong.The construction of a well-off culture in the province has shown a good momentum of vigorous development and acceleration.However,compared with other indicators for the well-off society,the well-off culture index is still at the bottom,and culture has become a shortcoming for building the well-off society in an all-round way.So,this article takes the construction of a well-off culture in Hubei Province as the research object.Firstly,based on the results of relevant research at home and abroad,the paper systematically sorts out the achievements of a well-off cultrue construction in Hubei Province in recent years.Secondly,analyze the problems in the construction of a well-off culture,including the overall low level,the short board of the "five core indicators",the unbalanced regional development and so on.Then,In-depth analysis of the causes of a well-off culture construction problems,such as inadequate leadership attention,inadequate cultural development system,lack of cultural talents,insufficient funds for cultural development,etc.And take BaokangCounty as a case of a well-off culture construction,Finally,from the aspects of paying attention to the construction of cultural well-to-do society,increasing capital investment in cultural well-to-do construction,improving the public cultural service system,deepening the reform of cultural system,and guiding cultural consumption,we put forward suggestions for promoting the construction of cultural well-being in Hubei Province.
