Research On Jiangxi Water Conservancy Bureau Of The Republic Of China (1926-1949)

during the period of the Republic of China,under the condition of the new era,in Jiangxi province,the government try to reform the traditional water management,established a special water bureau-Jiangxi water management institutions,to strengthen the government’s management function of water resources projects,is a microcosm of the national government of modern regime construction.With the support of modern technology,water bureau building and renovation of many water conservancy projects,not only objectively also certain degree to promote the modernization of Jiangxi local society transformation,thus has the vital significance.The water conservancy bureau of Jiangxi province was established in 1926,and then it was abolished because of financial problems.It was restored in 1928,and the management function of the provincial water conservancy construction was carried out in 1949.In the process,the internal personnel arrangement and use of the water conservancy bureau are more rationalized,which reflects the special features of full-time.The fund mainly comes from the government appropriation and the loan two kinds of means,the expenditure mainly divides into the construction fund and the daily office expenses two most.As a specialized water conservancy administrative agency,Jiangxi water conservancy bureau has formulated and implemented a series of water policies and regulations,and has made relevant amendments to some traditional water conservancy regulations.Under the support of modern technology,bureau of organizing construction of water conservancy project construction further enrich and increase the type and content,modern engineering such as reservoir and mechanization,hydrological survey operations have begun to emerge,presents with the traditional water conservancy construction and management modernization of different features.In addition,through the study of the case study of Tantan County in Taihe County,it can be seen that the Jiangxi Water Conservancy Bureau is playing a role of construction participants and supervisors in the management of grassroots water conservancy facilities during this period.It is not hard to see,although during this period,the scourge of war inevitable factors such as the water resources projects in Jiangxi were hit hard,but try the national government in the field of water conservancy modernization,objectively is also made of Jiangxi province water conservancy and Jiangxi local society toward institutionalization and legalization,the direction of the modernization transformation,thus has the vital significance.
