As a middle-ranking official system, the Tudor system began in the pre-Qin period, became a king of the emperor, was rejuvenated in the emperor, and was reformed by the emperor, and was gradually deconstructed. The Tudor system covers the central and local areas, military and civil affairs, and plays an important role in the national governance and foreign warfare of the two Han states. Before the Emperor Jingdi, the Tudor system developed more liberally;in the Jingdi period,in order to cope with the rapid increase of counties under the jurisdiction of the Central Government, the former vassal kingdoms needed to strengthen the management of the situation and merge the counties into the Tudor system;Wudi developed other functions of the Tudor Town.Pave the way for foreign wars and domestic governance;the reason why Guangwu abandoned the county capital and canceled the trials is the national policy of adhering to Qiu Xiuwen. The country has experienced war and business and needs to be relieved. It needs to reduce the financial burden;after Guangwu, the number of cities has been drastically reduced. The temporary establishment of the capital in Niigon was also intended to be a temporary change, and the matter was abolished. However, the capital of the country was increased, and "a little bit of sub-county and Minbi-gun" showed a situation in which the external weight was light and light. As the Central Government began to disintegrate its officiality, the Tudor system has gradually declined. The change in the Tudor system is a good example of the various aspects of the military reform in the early Eastern Han Dynasty.First, the reform of the local military system is mainly the construction of the military and the officials who tried the capital for six years.Second, the reform of the military leadership system is reflected in Tudor’s ability to lead troops alone during the Eastern Han Dynasty.Third, the readjustment of the military system in the border areas is reflected in the reservations of the capital and the wide-spread setting of the capital city.Fourth,in order to solve the problem of the lack of reserve force in the Central Committee, the Tuen Munion, which is headed by Tudor,is set up at the local level. The implementation of these reform measures was achieved through the reform of the Tudor system. This reflects the strong malleability of the Tudor system as a mid-level official system.Because of the strong plasticity of the Tudor system, the rulers of the Eastern Han Dynasty focused their military reforms on the adjustment of the Tudor system.By adjusting the system of cities and towns,we can promote military reforms and even achieve the goal of strengthening emperors and changing national policies. The influence of the changes in the Tudor system can directly reflect the role of the military reform in the early Eastern Han Dynasty. It will have a major impact on the political situation in the post-East Han Dynasty. The rise and fall of the Tudor system depends on the policies of the two Han states and can be regarded as the embodiment of the two-Han national governance ideas. The change of the Tudor system depends on the changes of the Han Dynasty dynasty policies.Along with the rise and fall of the Han Dynasty, the political and military aspects of the Han Dynasty are reflected on the side. The classification of the two capitals of the Han Dynasty is not conceived by academic circles. However, regardless of how they are distinguished,Tudor exists as a system in the political and military life of the Han Dynasty. In order to avoid over-fragmentation,the capital can be divided into two aspects:the central government and the local government. The changes in the political and military policies of the two Han states and the effects of policies produced by the change in the system of Tudor officials are typical.
