In September 18,1931,Japanese imperialists launched a war of aggression against China and occupied the Northeast territory four months later. In order to meet the needs of colonial rule,Japanese imperialists chose Changchun as the capital of pseudo Manchuria. From 1932 to 1945,the Japanese colonial rulers took 14 years and carried out a series of urban planning and construction activities before and after three periods, gradually making Changchun a political, economic and cultural center of the puppet Manchuria. This paper, from a dialectical and objective point of view, focuses on the construction of Changchun city in the period of the domination of the puppet Manchu, reinterprets the planning and construction of this period, traced its context, and analyzed the nature and purpose of the construction of "xinjing" by the Japanese colonial rulers. The paper is divided into three parts. The first part introduces the historical background of the urban development history of the pseudo Manchuria city in Changchun as well as the history of Changchun’s choice as the country of the pseudo Manchuria. The second part objectively discusses the theoretical sources and preparations for the "new Beijing" urban planning and a series of achievements. The last third parts discuss the purpose and nature of Japanese colonial rulers’ "new Beijing" construction.Japan’s planning and construction of Changchun used advanced concepts and designs at that time, invested a lot of manpower and material resources, and planned and constructed the Manchurian Puppet State. The purpose was to permanently occupy Northeast China and meet the needs of colonial rulers.Japan carries out the colonial rule of urban planning and construction in Changchun.
