A Study On Anti-drug Campaign Of Beiping In The Post-war Period(1945-1949)

Since modern times,China’s drug epidemic has caused great harm to society,and governments of all dynasties have made various efforts to ban drugs and tobacco.After the founding of the Nanjing National Government,the drug control policy was implemented.Opium experienced a transition from "prohibition in levy" to "prohibition in stages" to "gradual prohibition in stages".Although it could not completely eliminate tobacco and drugs,it regulated the market of Beiping tobacco and drug to some extent.However,the Japanese war of aggression against China interrupted this process,opened up the market of tobacco and drug,controlled opium species,transported,sold and smoked all links,manufactured and sold strong drugs,which destroyed the achievements of anti-smoking and anti-drug in Peiping before the war and plunged into the world of tobacco and drug again.In view of this situation,after the war,under the guidance of the Nanjing National Government,Peiping carried out a systematic anti-smoking and anti-drug campaign.This article takes the government and the people as the main body to discuss the development of the anti-smoking movement in Peiping after the war.Firstly,it systematically combs the anti-drug laws and regulations promulgated by the Beiping Municipal Government after the war,establishes anti-smoking institutions and implements specific anti-smoking measures.By exposing their deficiencies and shortcomings in these aspects,it shows the congenital deficiencies of the organization of the post-war Kuomintang Government and the decline of its control over internal officials,resulting in a serious lack of internal execution of its innovative society.Secondly,Beiping Drama Industry Association,various social education organs,Beiping Anti-smoking Association,newspapers and magazines,and many ordinary people are also actively concerned about the specific performance of the anti-smoking process.While specifically analyzing the positive role played by the northern civilian population,they reveal their various secret drug trafficking acts,which reflects that the control of the national government over the people is also extremely weak.On this basis,the article combines with the background of the times to analyze its space-time characteristics,effectiveness and limitations.It is believed that because of the disputes between the Kuomintang and theCommunist Party,the complex factions of the Kuomintang itself,the inefficiency of administration and the corruption of internal officials,the anti-smoking campaign in Peiping after the war has become a tool for the Kuomintang government to win over the people and confront North China.It seems vigorous,but its progress is slow.At the same time,it also symbolizes the chaos of the post-war governance of the Kuomintang government and the failure of the reform and governance of the society.
