| After the end of the cold war,with the collapse of the Soviet Union,Central Asia as a new independent strategic space,because of its abundant energy resources and unique geopolitica strategic position,its status in the world’s geopolitical structure has abruptly risen and paid attention by the United states.Whether for Central Asia’s unique geopolitical position and its status in the global strategy of the United States,or in order to break the monopoly of Russian on energy resources in Central Asia,to ensure the independence of Central Asian countries,to weaken Russia’s influence in the region,the United States is doomed to get involved in the affairs of the Central Asia.Therefore,by reviewing the development process of the U.S.policy in Central Asia in the past twenty-five years,we can see that the U.S.policy in Central Asia has experienced three stages,which is formation and establishment,overall expansion and rational and pragmatic stage.Although in the different stages,the U.S.policy in Central Asia focuses on the different objectives,but its central content is clear,consisting of three pillars of economic,security and democracy.The overall policy orientation is increasingly focused on economic issues,the important of the security targets gradually reduced,and the pursuit of freedom and democracy is inevitable,to have to seek a balance between the interest target and the value target.In order to achieve its strategic goals in Central Asia,the U.S.Along with the requirements of its global strategy and the situation change in Central Asia,continuing to adjust its foreign policy in Central Asia,and adopting various means to implement policy in Central Asia from the economic,security,democracy and other aspects.Because of the America’s strategic interests and Central Asia’s unique geopolitical position,the U.S.intervention in Central Asia is logical.But while the United States takes into account the distribution of its diplomatic resources in Central Asia and the possibility of reality,bringing the Central Asia countries into the multilateral cooperation framework to maximize its own interests,and continuing to promote the "New Silk Road" plan,it will be the best choice for the U.S.to get involved in Central Asian Affairs and guarantee its geopolitical interests.In the future,the U.S.may be more to take the way of selective intervention in Central Asian affairs,which based on its own interests and the reality of the region.It may not like in the past to take radical way to promote political and democratic reform in Central Asia countries,but rather carrying out economic cooperation,culturalexchanges with the Central Asian region.The United States may be more inclined to take such a flexible approach to exert its impact,and will be more in these ways to shape and expand its influence and strategic presence in central Asia. |
