| Yunnan is located in China’s border areas with Laos,Myanmar and Vietnam.It is China’s window and frontier facing Southeast Asia,as well as the international transport channel with surrounding countries.It is also a new highland of Greater Mekong Subregional Economic Cooperation in the national strategy and a radiation center facing South Asia and Southeast Asia.At the same time,Yunnan will have a Trans-Asian Railway linking China and Southeast Asia,and will fully form a railway network connecting Vietnam,Laos and Myanmar.These are great opportunities and challenges for the development of Yunnan’s cross-border areas.On July 16,2015,the Mongla(Momo)Key Development and Opening Test Zone approved by the State Council was located in Mengla,covering the areas of Momo Economic Development Zone,Mengla Town,Mengman Town,Menglun Town,Mengpan Town and Guanlei Town,as well as parts of Mengmian Town,Yiwu Town,Xiangming Town and Yao Township,covering an area of 404.74 square kilometers.Under this background,the cultural governance of Mengla County in cross-border areas of Yunnan Province is particularly important.Cultural governance is the product of the development of economic and social level to a certain stage.It is closely related to the reform of public management system.It involves an important issue of public cultural management system and mechanism.It has become an excellent way to deal with the complex and changeable problems in Yunnan cross-border ethnic areas.This paper will focus on the cross-border ethnic areas along the border between China and the Old Age,make an empirical analysis of the current situation of cultural governance in this area,elaborate the existing problems and cause analysis,establish the factors affecting the construction of cultural governance model in this area through quantitative correlation analysis,and strive to build a practical and valuable cultural governance model.Inspired by the cooperative governance theory and the good governance theory,how to coordinate the realization of the goal of cultural governance in cross-border minority areas by means of multi-party consultation and fair allocation of cultural resources and cultural rights on the premise of diversification of governance subjects according to the law of culture itself.Through the analysis of the current situation of cultural governance in cross-border minority areas between China and Laos,this paper makes a quantitative analysis of the influencing factors and explores the correlation between them,to confirm the three concepts,three degrees and three supporting factors of the construction of cultural governance model proposed in this paper.The three groups of influencing factors correspond to three dimensions of cultural governance: cultural ideology,cultural excavation and exchange,and cultural practice guarantee.Finally,the three circles of cultural governance model are put forward.This model eliminates the limitations of single central governance,realizes the diversification of governance subjects,puts forward a reasonable scheme for the three main bodies of state,society and individual to coordinate governance and deal with the relationship between the multi-governance subjects,and constructs three circles corresponding to them to exert the synergistic effect among the multi-governance subjects to form a governance network. |
