During the Xuande period,the Ming court set up a system that sending civilian officials who cover three administrations from the central government to eliminate the military disadvantages in the frontiers.After the development and evolvement during the Zhengtong period and the Jingtai period,the system was eventually determined as the circuit inspector system in the early Tianshun period.Gansu Town is an important military defense zone in the northwestern frontier of the Ming Dynasty.However,there are some shortcomings haunting frontier defense in Gansu Town,which are incompetent army,insufficient supply of food,backward culture and education,and ethnic contradictions.The Ming court sent civilian officials to guard Gansu Town,which timely changed the political structure under the military autocratic system and balanced the administrative structure of Shanxi State.After the preliminarily active results of demonstration of the civilian officials governing northwest,the Ming court officially appointed 83 inspectors to govern Gansu Town.By stipulating the all-around conditions of appointment for inspectors of Gansu,the Ming court exported a bureaucratic group with strong execution to the northwest.After the circuit inspectors of Gansu Town took office,they built the internal security system of Gansu Town through the rectification of military affairs and innovative civil affairs contributing to the stability of the northwest society;through trade exchanges and forbidding tributes by closing door,they stabilized the communication conditions in the northwest of Gansu town,smoothing the Oasis Silk Road;through military sanctions and uniting Tibet to resist Mongolia,the military crisis was lifted through in the southwest of Gansu Town.In the process of solving internal and external problems,the circuit inspectors of Gansu Town not only needs to be flexible with the dynamic realities in Gansu Town in accordance with the existed conventions,but also has to nicely get along with other colleagues at any time.Their powers could inevitably enlarge or shrink,which drew a complicated impact on the political ecology of the northwest.
