Research On The Reform Of Operation Mechanism Of Local Cultural Centers In Xinyang City Of Henan Province Based On "General Branch Library System"

Socialism with Chinese characteristics has entered a new era,as pointed out in the report to the 19 th CPC national congress.Under the requirements of this era,local cultural centers shoulder the important task of constructing a modern public cultural service system and are endowed with a new historical mission.It is urgent to carry out functional transformation and institutional reform through the construction of "general branch library system".On the premise of defining the research direction and purpose,this project studied relevant literature and summarized it.On the basis of the existing research,establish the research framework,conduct field investigation,take xinyang city of henan province as the reference point,grasp the operation and development status of cultural centers in third-tier cities in central China,and explore the feasible path for the reform of the general branch system of cultural centers.This paper focuses on the analysis of the development and functions of local cultural centers as well as the new requirements for cultural center services in the new era,and explores the positive role and specific path of the reform of the general branch system of local cultural centers.Through to the existing cultural center branch pilot always analyze the successful experience,learn from good experiences in combination with the regional practice at the same time,from the cultural center service contents,service modes,serviceway to reform to the venues resource,human resource allocation,management system and explore the xinyang city of henan province cultural center operation mechanism reform countermeasure and the suggestion,will place by the county cultural center for the construction of the total branch center promoted to regional centralization,construct the system of "municipal center pavilion-county-level general pavilion-town street branch",to promote the regional cultural center branch reform always provide case and guidance,and also strive to improve local public culture service efficiency,enhance the level of public cultural services,make the equality of residents,enjoy public cultural services.
