A Study For Indian Cultural Diplomacy Towards Africa

Since India’s independence in 1947,India has been paying attention to its discourse power in Africa and actively carrying out cultural diplomacy toward Africa.In the era of Nehru,Indian government used the influence of Gandhi in Africa,taken the opportunity of the Bandung Conference,promoted the political culture of"non-violence" and "non-alignment" as the core,and shaped the political power of"third world leader" Image;After Nehru’s death,India changed its idealistic non-diplomatic strategy,guided by the actual needs of African countries,combined with India’s strategic appeal to Africa.,highlighted the key role of science and technology and education in cultural diplomacy.After the end of the Cold War,the international situation changed dramatically.After a short suspension of the India’s cultural diplomacy experience toward Africa,India began to embarked on a rapid development track,highlighted comparative advantages for cultural diplomacy and shaped the image of a world power.In the long-term exploration and practice,India has formed a system of cultural diplomacy toward Africa with Indian characteristics.In terms of mechanism construction,it attaches great importance to the overall coordination and coordination of top-level design;on the method and strategy,on the one hand,the African continent is divided into different "group pattern";On the other hand,the comparative advantage of cultural resources is fully utilized in Indian cultural diplomacy;India paid attention to cultivating "Pro-India" African social elite.At present,China and India,as emerging representatives of the rising countries,are very concerned about the strategic position of Africa and have shown a positive attitude in African affairs.However,compared with India’s international image in Africa,China’s image building in Africa faces a double test.On the one hand,it is"criticism" from Western countries,and on the other hand,it is "worry" from within Africa.Therefore,by combing India’s history of cultural diplomacy toward Africa,the author tries to reveal the characteristics of India’s cultural diplomacy toward Africa,explore India’s experience in African international image building,and provide reference for China-Africa cooperation.Culture is the soul of a country.In the critical period of the "One Belt,One Road" initiative and the important period of China-Africa cooperation,how to use rich cultural resources to carry out cultural diplomacy toward Africa will be a key issue for us in the future.Drawing on India’s useful experience toward Africa cultural diplomacy will help to build a cultural diplomacy strategy with Chinese characteristics.
