Study On Rural Public Cultural Construction In Xinzhou District Of Wuhan

The construction of rural public culture is an important part of the construction of new socialist countryside and Rural Revitalization in China.It is also an important way to realize the basic cultural rights of farmers.The construction of rural public culture not only provides spiritual impetus,intellectual support and ideological guarantee for the construction of new socialist countryside and rural revitalization,but also is an important means to enhance the soft power of national culture.It is also a basic project to promote the harmonious development of society and realize the great development and prosperity of Chinese culture.Since 2005,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Further Strengthening the Construction of Rural Culture,the overall level of public cultural construction in rural areas in China has been significantly improved,and some achievements have been made in cultural products and services,but still compared with economic construction.It seems to be lagging behind,and there are also many problems.Only by recognizing these problems can we promote the development of rural public culture construction and provide strong spiritual power,intellectual support and ideological guarantee for Rural Revitalization and new rural construction.Firstly,this paper expounds the achievements and current situation of public culture construction in Xinzhou District of Wuhan City,and then analyses the problems existing in the construction of public culture in Xinzhou District from the aspects of government’s consciousness of public culture construction,construction of public cultural infrastructure,development of cultural activities,protection and inheritance of cultural heritage.And the causes of the problem.Then,this paper puts forward the causes of these problems:first,the backward ideas of the government and villagers;second,the poor management of public cultural infrastructure;third,the insufficient construction of cultural talents;fourth,the insufficient and unbalanced investment in public cultural construction;fifth,the human resources of cultural institutions.The problem of source management is prominent,and the six is the lack of integration of culture and technology.In view of the problems raised in the paper,this paper puts forward some policy suggestions for the construction of public culture in Xinzhou District:firstly,to enhance the government’s understanding of rural cultural construction and strengthen the management of public cultural infrastructure construction;secondly,to raise funds for cultural construction through multiple channels;thirdly,to vigorously promote the training of rural cultural and artistic talents.Fourthly,we should establish and improve the human resource management mechanism of cultural institutions;fifthly,we should vigorously promote the construction of rural cultural talent team;sixth,we should strengthen the integration of culture and science and technology,and then promote the further development of local public cultural construction.
