Study On The Problems And Countermeasures Of Public Cultural Service Construction In A Town Of Yantai

At present,China’s public cultural undertakings have entered a new era of vigorous development.Public cultural services are an important part of the construction of a culturally strong country with Chinese characteristics,and an important way to protect the basic cultural rights and interests of people.The construction of public cultural services is related to the people’s livelihood and happiness and the society’s harmonious development.Getting through the "last mile" to improve the quality and efficiency of grassroots public cultural will be beneficial to meeting the spiritual and cultural needs of people,to enabling the masses to get closer to culture and get satisfied,and to promoting the further the improvement of China’s public cultural service network.From the perspective of public management,this paper takes the construction of public cultural services in A town of Yantai as research object to discuss the construction and development of grassroots public cultural services,analyze the existing problems and learn the experiences of other regions at home and abroad to promote the construction of public cultural services in A town of Yantai.This paper adopts research methods such as literature research method,questionnaire survey method,interview method and case analysis method.It obtains a large amount of research data by consulting relevant literatures,conducting questionnaire survey in A town and interviewing residents,cultural workers and volunteers there.All these give the author a detailed understanding of the construction of public cultural services in A Town.This paper adopts the new public service theory,multi-center governance theory and basic public service equalization theory as the theoretical basis to analyze the existing problems and their causes from the aspects of management execution,service entry and effect feedback.Due to the lack of the support for grassroots government’s funds and policies,the mismatch of supply and demand of public cultural services,the need to improve the multi-participation mechanism,and the imperfect cultural talent training and incentive mechanism,the utilization rate of public cultural infrastructure and people’s satisfactions and the participation enthusiasms in A town are low,and the construction of cultural talents is insufficient.Combined with the advanced experience of the construction of public cultural services in regions in our country and abroad,the actual situation of A Town of Yantai is analyzed.,it is concluded that we should promote the quality and efficiency of the public culture services from several aspects:system security,service supply,participation mechanism and talent team construction.Specifically,we need to do the following detailed works.Firstly,we must lay a solid foundation from the aspects of security and supply,innovate and improve the operational mechanism,and improve the level of public cultural services.Secondly,we need to provide services according to the needs of the masses,improve the construction of village infrastructure,discover and utilize local cultural resources properly.Thirdly,we should create a platform of diversified participation,absorb the social and mass powers to jointly build and share public cultural services,give play to the main role of the masses,and stimulate the endogenous motivation of cultural development.The fourth is to build a professional public cultural service team,strengthen the cultivation of talent teams and the construction of incentive mechanisms,and improve the professional level and service capabilities of cultural talents and cultural teams continuously.This paper studies the problems and countermeasures of the construction of public cultural services in A town of Yantai to try to make innovation in the following aspects:Firstly,in the selection of research object.It selects specific village as its research object to explore the construction of public cultural service,and put forward detailed and feasible proposals..Secondly,in the research and development thought.It explores the rural cultural revitalization and cultural development under the strategy of rural revitalization and promotes the integration of traditional excellent culture and modern public cultural services based on regional cultural characteristics.Thirdly,in the aspect of studying the construction of operational mechanisms.From the perspective of multi-center governance theory,it proposes diversified supply,and multi-subjects participate methods in the construction of public cultural services.
