Research On Equalization Of Basic Public Cultural Services In Shandong Province From The Perspective Of Public Value

As the soul of a country and a nation,culture carries history,present and future,and is the spiritual cornerstone of the sustainable development of society.The report of the 19th National Congress of the Communist Party of China pointed out that socialism with Chinese characteristics has entered a new era,and the main contradictions in our society have been transformed into the contradictions between the people’s increasing needs for a better life and imbalanced and inadequate development.To meet the new expectations of the people for a better life,it is necessary to provide a wealth of spiritual food.As an important part of the public cultural service system,the equalization of basic public cultural services is a major strategic arrangement made by the party and the state in the field of cultural construction in the new historical development stage.It is of great significance to promote the balanced development of public cultural products and services,maintain social fairness and justice,cultivate civic cultural rationality,enhance cultural self-confidence,and then promote the construction of a cultural power.Since the 18th CPC National Congress,Shandong Province has fully implemented the decision-making arrangements to promote the construction of a strong cultural province,and has achieved excellent results in the field of public cultural services.However,compared with the status of a major economic province,compared with the goal of a strong cultural province and compared with the people’s desire for a better cultural life,the characteristics of inequality in the basic public cultural service field are obvious,which seriously affects the public’s sense of cultural gain and happiness.In the context of the new era,how to provide balanced,inclusive and fair public cultural services,guarantee and improve the people’s livelihood,and promote the cultural well-being of the people is testing the wisdom of governments at all levels and public managers.Based on the above understanding,how to meet the public’s growing needs for a better cultural life,and to achieve the equalization and universalization of basic public cultural services have become the core issues of this research,and try to explore the ways to promote the equalization from the perspective of public value.This article first explains the related concepts of equalization of basic public cultural services,and introduces the analytical tool of public value theory,and explores the agreement between the theory and the equalization of basic public cultural services.Secondly,on the basis of combing the existing literature and related guidance documents,combining the connotation of equalization of basic public cultural services,this article selects nine key indicators from the four dimensions of public cultural financial investment,public cultural service facilities,public cultural service personnel and public cultural service activities to build a relevant indicator system based on the principles of science,integrity,representativeness and operability,and the entropy value method and coefficient of variation method are used to measure the current status of equalization among various regions in Shandong Province.According to the evaluation,it is found that there is a non-equalization phenomenon in the basic public cultural service field in Shandong Province,and the degree of equalization is low,and the existing problems are summarized.On this basis,with the help of the analysis framework of public value theory,the reasons for the unequalization of public cultural services in Shandong are examined from three levels:value,ability,and support,which are reflected as the value of basic public cultural services is not well defined,the capacity elements for promoting equalization are insufficient and the willingness of stakeholders to support is insufficient.Based on this and from the perspective of public value,the article concludes with a clear value orientation and highlights the value of basic public cultural services;consolidates the foundation of capabilities and complements the shortcomings of basic public cultural services;helps support guarantees,and creates a good social and political environment,aiming to provide a new idea for promoting the equalization process in the basic public cultural service field.
