A Study On The Negotiation Of Revoking The "Guest Post" Between China And Foreign Countries In The Period Of Beijing Government Of The Republic Of China

After the Opium War,the imperialist powers established many foreign post offices in the major treaty ports and cities of China,which were called "Guest Post".As a product of imperialist powers invading China,the "Guest Post" have not been approved by the Chinese government and have no treaty basis,which severely damaged China’s postal sovereignty.The regotiations to revoke the "Guest Post" in China began very early.In the Late Qing Dynasty,the government tried to revoke the "Guest Post" through a series of actions,such as establishing the Postal Service of Qing Dynasty,banning foreigners set up the "Guest Post",presenting at the Universal Postal Union,but no success is to be made unless the conditions are ripe.After the founding of the Republic of China,the Beijing government took the positive attitude to take advantage of the opportunity of participating in major international conferences,the government introduced bills to revoke the "Guest Post",which accelerated the process of revoking the "Guest Post",and finally completed the negotiation in this field satisfactorily.The investigation of the negotiation ofrevoking the "Guest Post" of the Beijing government will not only can conducive to do more deeply research on the struggle for taking back the sovereignty of modern China,but also can help us to understand the changes in the relationship between modern China and other countries in the world,sum up experiences,and drawing lessons from history.This paper is divided into three parts: introduction,body,and conclusion.There are four chapters in total,mainly explore the negotiations of revoking the "Guest Post" during the period of the Beijing government of the Republic of China.The first chapter discusses the origin of the negotiation of revoking the "Guest Post" during the period of the Beijing government of the Republic of China.It explains the generation,development and influence of the "Guest Post" in the late Qing Dynasty.at that time,foreign powers used their power to set up private post offices on our territory,which brought great harm to the Chinese society,so the the Chinese government started to revoke "Guest Post".The second chapter discusses the negotiation of revoking the "Guest Post" of the Beijing government of the Republic of China.It mainly focuses on several major international conferences in which the Beijing government participated.Chinese representatives presented theParis Peace Conference,the 7th Universal Postal Union and Washington Naval Conference,and put forward the relevant requirements or proposal of revoking the "Guest Post",the specific process of negotiation and its influence are discussed emphatically,it reflects the difficulty and complexity of negotiation.The third chapter investigates a series of after-care negotiations between the Beijing government and Russia,France,and Japan.There were successes and failures in the process,but the problem was basically resolved in the end.Negotiations in this area finally had a relatively satisfactory result.The fourth chapter discusses the characteristics,effectiveness and deficiencies of the negotiation of revoking the "Guest Post" during the period of the Beijing government of the Republic of China,and discusses the reasons why the powers agreed to revoke the "Guest Post",which helps us to strengthen our understanding of the negotiation of revoking the "Guest Post" during this period.
