Research On The Ways Of Local Governments Promoting The Supply Of Public Cultural Services

The 19 th national congress of the communist party of China(CPC)pointed out that the party and the country should strengthen cultural confidence and promote the prosperity of socialist culture.We should deepen reform of the cultural management system,improve the system of cultural management,improve the system of public cultural services,enrich people’s cultural life,and strengthen the protection and utilization of cultural relics,and strengthen the protection and inheritance of cultural heritage.We should promote the development of cultural undertakings and cultural industries.We should provide rich spiritual food for the people and meet their new expectations for a better life.Whether local governments can effectively promote the supply of public cultural services determines the level of public cultural services in China,whether the people’s cultural rights and interests can be guaranteed,and whether China’s public cultural service system can be smoothly constructed.The Zhu Zaiyu memorial hall is one of the important carriers to promote the supply of public cultural service.Taking the development of the Zhu Zaiyu memorial hall promoted by the qinyang government as an example,this paper analyzes the present situation and existing problems of the Qinyang government in promoting the supply of public cultural service.During the research period,this paper mainly analyzed the deficiencies of the Zhu Zaiyu memorial hall in the supply of public cultural services through literature review,questionnaires,field surveys,and other methods.The survey found that,with the example of Zhu Zaiyu memorial hall in Qinyang city,the local government has the following problems in promoting the supply of public cultural service: the management system is imperfect,the diversification of capital sources is insufficient,the service form of memorial hall is single and the consciousness of innovation is weak,uneven public visits and low staff motivation.Finally,in view of the problems existing in the local government management,this paper tentatively proposes to increase the financial support of the government and develop a variety of capital channels.Improve the Zhu Zaiyu memorial hall’s online platform for providing public cultural services.With respect to the question of the Zhu Zaiyu memorial hall promoting the supply of public cultural service,the author puts forward the following suggestions: adjust main body structure,create pluralistic supply mechanism,improve the quality of public cultural services,strengthen the management and service team building of the Zhu Zaiyu memorial hall,widen the Zhu Zaiyu memorial hall’s service scope of the public cultural service supply,enhance the awareness of civic participation,and other ways to achieve.
