A Pilot Study On The Household Contract Responsibility System In Wuyuan County

Household contract responsibility system is an important measure in the history of China's rural reforms,and It is of epoch-making significance to adjust agricultural production relations,stimulate rural economic vitality,and stimulate enthusiasm of farmers for labor production.Since household contract responsibility system cameinto being under special historical conditions,on the eve of implementation,the pilot has undoubtedly become a good working method.Under the ideology of poor thinking,all levels through the establishment of pilot units to effectively link some farmers with the party and the government help to understand the current situation of agriculture and animal husbandry and the ideological status of farmers and other important guiding roles.This article selects the Fengyuan Commune of Wuyuan County,Bayannaoer League,Inner Mongolia Autonomous Region.(Today Fengyu Township,Wuyuan County,Bayannaoer City,Inner Mongolia Autonomous Region)to be as research target.Through the collection and arrangement of the original archives,supplemented by the relevant contents of the oral interview,the background,process,content,and impact of Fengyu Commune as the pilot of the household joint-product contract responsibility system in Wuyuan County are discussed.In March 1979,Fengyu Commune was established as a pilot unit in Wuyuan County to implement the household-based contract responsibility system.Of course,the establishment of this pilot is the result of "two-way choice",that is,the result of mutual choice between the broad masses of farmers and the party and government.In1977,Fengyu Commune gave birth to the idea of "dividing the land",but at this time it was limited to "thinking" instead of "dividing".One year later,in the fall of 1978,Fengyu Commune began to implement the "six fixed and one award" production responsibility system based on the "fiveunifications." The promulgation of the "Fengyu Commune Production Responsibility System" in 1980 marked the full promotion of the practice of Fengyu Commune in Wuyuan County.There are various voices in this process,such as support,opposition,doubt,and worry,but it is precisely because of these voices that we can fully understand the hardships and difficulties of the household contract responsibility system in the initial stage.At the same time,Fengyu Commune is also a microcosm of China's thousands of grass-roots units that want to reform.Pilot units can make use of limited resources and conditions to create the greatest benefit value and fully play a benchmark role.To a certain extent,the implementation of the pilot work is the party and government's support and recognition of the household-based contract responsibility system,which can be used as a reference for rural reform in the new period.
