Hainan Province’s Participation In The Cultural Exchange Of The Maritime Silk Road

The "one belt and one way" initiative is not only a new bridge for political and economic exchanges among countries,but also a hub for different cultures.At the same time,the "one belt and one way" initiative is a new mechanism for China to take the initiative in going global and international dialogue,exchanges and cooperation.As an important branch of the "maritime Silk Road" in twenty-first Century,Hainan province plays an important role in the "maritime Silk Road".To play its role as a node and a link,it is necessary to first join the team that promotes cultural exchanges,and strengthen the understanding of different cultures between China and the world and enhance cultural identity.Based on the theoretical basis of cultural soft power and public diplomacy,we find that Hainan’s institutional construction system for participating in cultural exchanges along the Silk Road on the sea has been continuously improved,the support of economic conditions has been continuously strengthened,and the cultural capital has been well operated,and social forces such as the public and social organizations have participated extensively in it and responded positively.Overall,Hainan Province’s participation in the cultural exchange of the Marine Silk Road has gradually accumulated and strengthened.However,there are still some shortcomings,including: the gap between the effectiveness of participation and policy objectives,insufficient investment,insufficient capacity of public participation,low level of individual participation,and relatively backward concept of participation.The reasons lie in the lack of strategic design and institutional guarantee,the single and unstable source of financial funds,the difficulty of landing preferential policies for human resources,and the absence of professional and technical support.In order to further promote Hainan Province’s participation in the cultural exchange of the Marine Silk Road,we need to improve the policy and legal environment,including strengthening the government’s policy guidance,improving the government’s management mechanism,and improving the system of laws and regulations.Second,we should build a multi-capital investment system,further increase government financial support,improve the cultural and financial services system,and encourage private capital to participate in an orderly manner.Thirdly,we should enhance the participation ability of social forces,broaden the channels of social participation,and cultivate anddevelop the strength of social organizations.Finally,we should improve the professional and technical support system,promote the integration of culture and technology,strengthen the construction of technical personnel,and improve the technical public service system.
