The Research On Local Government Behavior In The Development Of Traditional Festival

As an important part of intangible cultural heritage,traditional festivals clearly record the colorful social life and cultural content of the country and region.It is a process of long-term accumulation and cohesion of history and culture in a nation and country.Traditional festivals contain momentous cultural values,bearing the cultural memory of the local people,and have important value and significance.However,with the impact of globalization and marketization,traditional festivals are increasingly eroded and neglected,once distorted and destroyed,resulting in the lack of cultural connotation and over-commercialization,and even facing the risk of disappearance.In addition,the prevalence of modern festivals has weakened the historical status of traditional festivals.Therefore,the development of traditional festivals is particularly vital.It has important practical significance,not only for the protection of intangible cultural heritage,but also for the reconstruction of people’s cultural identity and cultural identity.On the one hand,the development of traditional festivals can not be undertaken by the society or the people or other actors.It needs the intervention and active guidance of government actions.But the government’s top-down involvement in the inheritance and development of traditional festivals is unsustainable,because the public is the main force for the inheritance and protection of traditional festivals.Therefore,we need to consider what role the government should play what functions it should perform in the process of inheritance and development of traditional festivals.This is not determined by the government’s own will,nor by public opinion.It is determined by the actual situation of the development of traditional festivals and their specific social environment.At the end of the 20 th century and the beginning of the 21 st century,local governments are actively developing traditional festivals.Behind the widespread phenomenon of "government playing and cultural singing" in the whole country is the competition among local governments.At the turn of the century,our government is facing tremendous pressure of system transformation and economic growth.Traditional industries and other fields have been unable to further increase its economic interests.Therefore,local governments have begun to turn to the public and cultural fields to promote economic growth in the name of tapping cultural resources and protecting cultural heritage.This is actually an economic competition between local governments based on "political championships".In order to obtain GDP and promote local economic development,rather than based on the protection of cultural resources and cultural heritage,it is the economic behavior of local governments.Thus,for the development of traditional festivals,what role should local governments play and how to intervene effectively are important issues that deserve our deep consideration and urgent solution.Based on the analysis of local government competition,this paper tries to explain the rationality and boundaries of local government behavior in traditional festival development,which is the starting point and the foothold of all the issues discussed in this paper.This paper is divided into five parts.The first part is the introduction,which introduces the research background,research significance,the current research situations,research contents and research methods.The second part is based on three cases to analyze the current situation and specific manifestations of local government behavior in the development of traditional festivals,pointing out the problems caused by the phenomenon of offside and vacancy of local government behavior.The third part introducing local government competition to analyze the mechanism of the relationship between traditional festival development and local government behavior.The fourth part explores the deep-seated causes of local government behavior problems in the development of traditional festivals.The last part,based on the theoretical thinking of local government competition,puts forward the optimization path of the local government’s behavior on the basis of the problems discussed above.
