With the development of economy and civilization,social security system has been gradually improved over the course of experiment and practice.Nowadays,the number of communities who receive social security has increased,and the range that social security covers has also been expanded,thus leaving the expenditure on social security skyrocketing.Then,enterprises,public organizations and citizens,all of them are more actively participating in social governing,and focusing on a way that features as what is taken from the people should serve the interest of the people.Performance evaluation management is an effective way of public administration,which should also be applied to public expenditure of social security.The method backed up by the theory of political decision making,neo-public administration,public production and systematic assessment.Through the lens of such theory and its practice at home and abroad,balanced scorecard,a method which centers around performance evaluation and aims at fulfilling the strategic goal,can do much good in improving the performance of the practice of social security spending.In China,the start of the theory and practice of performance evaluation in this field fell behind developed countries in the western world.Even though the practice from the Jian Ye District of Nanjing began in 2011 and has made some progress,there is still large room to improve.As a result,the paper hopes to find new solutions for the district government by applying balanced scorecard to the performance evaluation management on social security spending,proving its flexibility in order to build an effective norm system.This paper is divided into four parts.The first part,namely the first chapter,is an introduction to the background and goal of this paper as well as previous studies in this field,which leads to the discussion on the new method.The second part,the second chapter,traces to the origin of the theory of performance evaluation on social security expenditure,interprets the contents of social security,and elaborates on some other theories.The third chapter,the third and fourth chapter,gives a general picture of this field in China and brief reflections upon how Jian Ye District government has applied it to its practice.It also analyzes the reasons for those shortcomings during the practice.The fourth part,the fifth and sixth chapter,mainly talks about the theory of balanced scorecard and its application and also offers some suggestions for the government.In China,the value of social security is known as helping and benefiting those in need,which is a way of redistribution of social resources aiming at narrowing the gap between the rich and the poor,stimulating the economy and stabilizing the society.It is indispensible to efficiently manage the social security expenditure based on performance evaluation.But to achieve the efficiency it takes time and requires experience.As a result,it is worth paying attention to the performance evaluation work on the social security spending of the district government from all walks of life in the society.
