Research On The Reform Of The Exit-Entry Frontier Inspection Organs Under The Guidance Of The Service-Oriented Government

As the public administration department that inspects and monitors exit-entry people and vehicles at ports opening to foreign countries and places,the exit-entry frontier inspection organs in China represent the first line of defense in exit-entry inspection,and their administrative service quality and level are directly related to China's public image.With the rapid economic development in China,more and more ports are opened,and the growing number of people wants to travel through those ports.To meet the increasing requirements,the administrative service of the exit-entry frontier inspection organs must be improved.At the same time,driven by the growing trends of internationalization and globalization,citizens are more and more conscious of laws,rights,and supervision,resulting in urgent requirements for human-oriented.streamlined,and customizable government public services.The current administrative service of the exit-entry frontier inspection organs cannot adapt to the changing situations or requirements either from the theoretical or system level.From the theoretical aspect,the guideline for exit-entry frontier inspection has gradually changed from "control" to "service".However,the long history of the "control"guideline has made the penetration of the "service" guideline difficult,which requires powerful support from multiple aspects,including the system and action aspects.Moreover,the exit-entry frontier inspection system experienced a reform in 1998.As a result,the exit-entry frontier inspection organs in nine cities including Shanghai have stopped employing the armed police on active duty,while such organs in other cities or provinces have no changes.This might meet the requirements at that time,but the drawback is highlighted.It has been eighteen years from the last frontier inspection and management system reform.A great and urgent reform of the exit-entry frontier inspection organs has been put forward by the concept of national governance and the changes in the political environment.This article discussing the reform the entry and exit frontier inspection organ is based on the new public service theory and the practice of building a service-oriented government in our country.It takes Jiangsu province as a sample to study the methods and measures to build service-oriented exit-entry frontier inspection organs.Under the influences of globalization,Jiangsu province has one of the largest exit-entry populations in China.Similar to other provinces,Jiangsu employs the armed police on active duty for exit-entry frontier inspection;however,it is located in developed coastal areas,which might be considerably different from other areas.All those factors make Jiangsu a good choice for analysis.Since the new century,it has made some achievements during the reforming of the service-oriented frontier inspection in Jiangsu province.However,there are some problems urgent to be solved.For example,the service function need to be strengthened,the management system and the working mechanism need to be optimized,and so on.The United States,Germany,Hong Kong and other developed countries and regions of the world have formed relatively mature experience.The characteristics of entry and exit frontier inspection management in the United States are powerful organization and sound legal.Germany gives prominence to the key points and the high technology.The features of the Hong Kong immigration department are effective working mechanism and high quality team.All these advantages have good reference value to the reforming of the entry-exit frontier inspection organ.Through a comprehensive analysis,this paper puts forward the final direction of reform and innovation.The first is to restore a service-oriented administrative management system in the regulation level,the second is to foster the notion of a service-oriented administration in ideology and culture,and the third is a service-oriented administration in practice to improve the methods and measures.
