Research On Rural Dispute Settlement Mechanism Under The Guidance Of The Scientific Outlook Of Development

Rural issues have always been an important issue of Marxism in China.The basic condition that our country is being in and will be in the primary stage of socialism in the long term,makes it reality that a variety of conflicts and disputes inevitably block the construction of countryside.Thus,the study of the problem of rural disputes resolution mechanism is a major issue in Marxism research,and also the main content of contemporary Chinese social development theory.On the basis of analysis of some common ways to resolve disputes from the construction of a new socialist countryside,the paper explore the importance of the mechanism that scientific outlook of development improves the rural dispute resolution,and talk about how to improve the rural dispute resolution needs of the scientific outlook of the objective of development,from three aspects including construction of a new socialist countryside,the trends to cope with rural disputes in the new era and coordinating various rural dispute resolution.The article described the current situation of rural disputes resolution mechanisms,and pointed out China's existing problem in dispute resolution mechanism from the perspective of scientific outlook of development in rural areas.To improve and perfect the rural dispute settlement mechanism,the first is to adhere to the people-oriented point and premise of social justice,and the integrated use of litigation,administrative and other means to form the rural disputes resolution framework that deals with the new situation of rural real needs,and explain rural dispute settlement mechanism elaborated security system,build a variety of dispute resolution mechanisms demonstrate coordination platform.The practice proved that,the single dispute solution can not effectively resolve the increasing contradictions and disputes.We should have a correct understanding of the influence of various contradictions and conflicts of social harmony in rural areas,and a set of effective dispute resolution mechanism to ease the contradiction,resolve social conflicts.However,the results did not solve the systematic study of the rural disputes,the dispute settlement mechanism has been established,but it is not mature,fewer types,failed to form a complete system.Especially the study failed to fully consider the Chinese rural development unbalanced characteristics,settlement mechanism of rural disputes in different regions is the lack of attention,from the formation of a reasonable and effective dispute settlement mechanism in rural areas is also far,still can not fully meet the needs of new farmers and new expectations.The formation of a comprehensive and systematic study of Scientific Outlook on Development from the perspective of the rural disputes settlement mechanism development,strategic position,value orientation,internal mechanism,security system,experience and other issues,to build a research framework,the development of new space,new academic research is not enough to make up for an important academic value,but also we implement the scientific the development concept of advocating "people-oriented,comprehensive coordination and sustainable development" of the inherent requirements,for a variety of conditions to crack under the market economy difference widened,contradiction,it has important practical significance to promote the building of new socialist countryside.Thus,no matter from the point of the development of the times or from the practical interests of groups of farmers,the dispute settlement mechanism is in line with the rural countryside development needs,also the most reasonable and adjustable to social mechanisms.From this reason,our first imperative is to establish a dispute settlement pluralistic philosophy,and a multi-channelled,efficient,convenient,fair and pluralistic dispute settlement mechanism to adapt to China's current conditions,fully playing the role of the various dispute resolution methods,to realize the complementary benefits,and properly resolve the various disputes which rural areas are faced with.
