Under The Lean Management Perspective Of Home Care Services Research Of China

The social phenomena such as aging of the population,the aging population empty nest and the aging population living alone is becoming more and more serious.It has strong impact to our country's support capacity.The demand of home-based care for the aged is huge,so since the 1990 s,the central and local governments have continued to explore home care service system and practice exploration,which enact some laws such as < The elderly rights and interests protection of the People's Republic of China> which Provides a theoretical guidance and practice for home care service.The local governments response positively,to central government,constructing infrastructure,providing other services.Some even bring market,social groups,to participate in home care system,which aimed at improving efficient and quality service.However,in practice,there are still some unsatisfactory problems,affecting service supply.This paper use the perspective of lean management to analysis the lack of home care service,at the same time tries to put forward the model.Firstly,using public goods theory and welfare pluralism theory to analyze the nature and the main body of supplies of home care.It points out home care is a quasi-public service product and its supply subject should include the government,society,market and families,and the government should play a leading role.Secondly,This paper taking Shanghai as an example,using the method of lean management tofind out that there are deficiencies in home care service.The deficiencies are the government is short of service consciousness,providing law,organization construction,all of these problems result in offering service is not matching demanding and inefficiency.Accord to the study of home care service's system,main models and the deficiencies in home care service.Then it bases means of lean management and puts forward a lean model for home care service.Firstly,it redefines the value of home care service.It is a expression of achievement of the governmental public service.It reflects the demand of home-based car service for the old.Correct understanding of home care service's value is a precondition to improve co-ordination and demand.Secondly,it introduces elements of lean management in home care service,chooses organization structure,hire appropriate employees.In the end,using lean management continue to improve methods,building circulatory system and the core is continuous improvement.The government should improve constantly the quality and efficiency of home care service.
