Study On Prevention Of Environmental Mass Incidents And Its Governance

The occurrence of mass incidents,usually has its own development logic.It needs a chain of development before the uncertain danger upgrade into a confronting conflict.In fact,in the process of the whole development,government can prevent this from happening,through the positive and effective intervention.Based on this,This thesis taking the preventive environmental mass incidents as the object,combining the theory of risk perception with social conflict proposes an explanatory framework for the happen and dissolve mechanism of preventive environmental mass incidents and its core content is"risk perception,risk identify,trigger event and the escalation in the conflict".Use the"SiChuan ShiFang event" as the example to prove the effective of the explanatory framework.On this basis,analyze the reason and seek the problem which exists in view of the Local government management.Combine the logic of the mass incidents's development with the affected by the political system to bring forward the countermeasure——From two aspects of short-and medium-term strategy and long-range strategy to construct prevention system.
