The birth of public rental housing originated from the existence of "sandwich layer" in the city.The income of these groups did not meet the conditions of low-rent housing,and they were unable to bear the economic burden of comfortable housing,so they had been excluded from the housing security system for a long time.It wasn't until the advent of public rental housing that it filled the gap in the housing security system,so the target group in the city was low-and middle-income people.In 2010,the public rental system began to open up to non-residents.It has become the only system in the housing security system of our country to bring the non-resident population into the security scope,which plays an important role in the social security of the urban non-resident population.But with the economy With the development of the "talent competition" between cities,the distribution policy of public rental housing for the non-resident population began to change,the protection objects tilted to talents and gradually evolved into a tool for the introduction of talents.This phenomenon triggered a lot of criticism.Many articles point out that this behavior is contrary to the target of public rental housing.In fact,this is not a deviation from the policy objective,but the performance of the two types of social policy,namely,safeguard orientation and development orientation.Therefore,this paper attempts to study the distribution policy of public rental housing for non-resident population,and discusses the rationality of the differentiation of the policy and the similarities and differences between the two types of policy from the theoretical and practical aspects.The applicability of the two policies is analyzed through comparative research.This paper mainly answers the following questions:1 whether the change of the public rental housing distribution policy of non-household population is reasonable or not?what are the two types of public rental housing distribution policy of non-household population and two kinds of non-household population public rental housing distribution policy?What are the characteristics of the two kinds of non-registered population public rental housing distribution policy are applicable conditions.The first chapter through the introduction of the research background and the domestic and foreign literature combing and positioning this paper research issues,It is found that the existing research has low attention to the distribution of public rental housing among non-registered residents and criticism of the change of the current distribution system of public rental housing for non-registered residents,and thus puts forward the point of view of this paper,that is,the public rental housing system of non-registered residents has been reasonably differentiated.And differentiation of security and development-oriented two distribution systems.The second chapter briefly introduces the concepts and theories involved in this paper.The explanation of non-resident population and public rental housing policy helps this paper to better define the object of study;The explanation of the concept of inclusive development and the concept of productionism provides a theoretical basis for the distribution system of public rental housing for the non-resident population under the guidance of security and development.The third chapter analyzes the evolution of the public rental housing distribution system of non-registered population,and from the dual attributes of housing,the dual logic of social policy,The dual nature of the public rental housing policy and the dual needs of economic development explain the rationality of the division of the public rental housing allocation policy of the non-resident population.And from the theoretical level,the paper explains the distribution system of public rental housing for the non-household registered population and the development oriented public rental housing system for the non-household registered population.The fourth chapter analyzes the distribution system of public rental housing for non-household residents in 15 sub-provincial cities.Find out the difference between the security oriented public rental housing distribution system and the development-oriented public rental housing allocation system in the access system and the waiting list allocation system.Further explain the characteristics of the system design of the security oriented public rental housing system and the development-oriented public rental housing system.The fifth chapter from the time and the city two dimensions to the non-household population public rental housing distribution system empirical analysis,in the time dimension analysis non-household population public rental housing distribution system differentiation characteristics and direction.In the urban dimension,the background and environment of the non-resident population's public rental housing distribution system,represented by the development direction of Shenzhen City,and the security oriented public rental housing distribution system,represented by Jinan City,are compared.This paper analyzes the applicability of the security oriented public rental housing distribution system and the development-oriented public rental housing allocation system.The sixth chapter summarizes the full text and points out the deficiency of the article,which provides suggestions for the choice of public rental housing allocation system for non-resident population in the future.
