Complaint is the Chinese people to participate in social management,strengthening the administrative supervision and an important task to implement government's relief system,plays a close ties with the masses,the important role of maintaining social harmony and stability.As the bridge and link between the party and the people,the work of the petition has been paid more and more attention by various departments.After our country enters the new period of economic development,began to highlight all aspects of the social contradiction,benefit structure has greatly changed,at the same time,letters and also did a lot of new problems and new characteristics.As a foundation for the work of complaint reporting,the grass roots face many pressures and challenges.The complexity of complaint reporting and the diversification of the form of petitions aggravate the burden of the grass-roots complaint reporting.The influence of the development of the petitioning problem is also increasing.As a manifestation of the petition activity,repeated petitions are more prominent because of its complexity and disorder.How to improve the innovation and social management of the basic social governance mechanism is an important social task facing the grass-roots government by effectively solving the problem of repeated petitions in the grassroots level.In view of the new situation faced by the society,this paper expounds the new problems and characteristics of the grass-roots petitioning work.By reference to domestic and foreign advanced theory of knowledge,expounds the concept of repeated complaint reporting,the brief analysis of its characteristics and causes,and then through the data analysis,selection of R,represented by the repeated complaints situation as the research object,the integrated use of literature research,case analysis and quantitative analysis research methods,such as analysis of R,repeated letters,summarizing R city on the basis of repeated complaint reporting management work experience,and analyses the existing in the work of R city is insufficient.In the management of repeated petitions at the grassroots level,R city has taken advantage of the government's leading role to take advantage of the initiative and innovated social governance in various forms.We will improve the participation of all parties and increase the participation of the people,and implement cooperation and co-governance.Improve the ideological quality,strengthen the rule of law construction,purify the social atmosphere;To improve people's livelihood,through measures such as strengthening the source control,we have effectively promoted the solution of the complaint petition,and reduced the occurrence of repeated petitioning problems at the base level.Finally,in conclusion R city repeated complaint management work experience,on the basis of this article think repeated complaint reporting problems of comprehensive treatment,not only should be highlighted in accordance with the law to cure,raise the level of administration according to law,strengthen the publicity education work,also want to further promote the system of lawyers,specification to perfect the national policies and regulations;We will also deepen institutional reform,innovate management models and raise social participation to form synergy.
