The world panic caused by Chernobyl's nuclear leak has not been eliminated.In a few short years,the nuclear leak accident occurred again in Fukushima,Japan.Although the causes were different,they all caused devastating effects on the global environment and endangered survival and development including humans.The two nuclear accidents at level 7 knock us.Then we began to re-examine the true meaning of the term “nuclear pollution” – a devastating global hazard.In order to regulate cross-border nuclear pollution,the international community has taken active action to establish a mechanism around the treatment of cross-border nuclear pollution and to carry out legal prevention,international cooperation and damage compensation on all possible aspects of nuclear pollution.However,the creation of the treaty is the result of various countries' competition.Because of the conflict between economic development and environmental protection,the current cross-border nuclear pollution mechanism faces various problems,such as incomplete laws and low levels of international cooperation.Besides,the prevention effect of nuclear accident is not good,and even can not be blamed after the incident.But,in order to benefit the of all humanity and future generations,we must pay attention to the governance of cross-border nuclear pollution.On the one hand,we should improve the deficiencies and deficiencies of existing mechanisms from the perspectives of treaty rules,international cooperation and nuclear responsibilities.on the other hand,we have tried to explore new ways of cross-border nuclear pollution treatment,such as the establishment of a new military forum and the improvement of relevant national responsibility systems.This article is divided into three chapters in addition to the introduction and conclusion.The introductory part introduces the basic concepts related to cross-border nuclear pollution,it starts with the concept and characteristics of nuclear pollution,and analyzes the causes and sources of cross-border nuclear pollution.Then IT points out that the harm caused by cross-border nuclear pollution is enormous and affects health and ecological environment..The first chapter mainly introduces the current cross-border nuclear pollution control mechanism.In order to regulate nuclear power,countries have successively negotiated and signed nuclear-related treaties around key areas under the leadership of international organizations,which involve major aspects of cross-border nuclear pollution regulation.It includes the prohibition of the testing and use of nuclear weapons and regulates the use of civilian nuclear energy.As well as issues such as nuclear pollution liability assumptions to ensure the safe use of nuclear energy.In addition,the dispute over cross-border nuclear pollution has also been resolved through both political and legal approaches.Finally,cross-border nuclear pollution is not just a country ' s exclusive obligation but it requires global international cooperation.The second chapter deals with the exciting problems faced by governance mechanisms.The current nuclear pollution control is discussed in four aspects: the flaws in the legal system,the inability of national responsibility,the difficulties encountered in the process of dispute resolution,and the limited level of cooperation among countries.The third chapter is to make recommendations on the improvement of the cross-bound nuclear pollution control mechanism.Perfecting the existing legal system is the first step.On this basis,the timely and effective investigation of civil and national liability for nuclear pollution accidents is indispensable.This is an important measure to prevent the recurrence of accidents.Next,we must perfect the existing dispute resolution procedures so that the above two measures can be transformed into reality.Finally,the effective implementation of the law requires the strengthening of cooperation between countries and even the world.Then we can achieve the purpose of preventing nuclear accidents and solving pollution problems.Finally,the author summarizes the content of this article through the conclusion part.
