With the development of aging,the aged health need in urban community is characterized by diversification and personalization.While,the supply of community health services can't meet the demand of elderly people.This paper will research the health services for the elderly in urban communities by the case HK district of China.The supply of the elderly health need was controlled and managed by government in urban community,which cause fragmentation and bureaucratization in health service.By the case,we find that urban community elderly health service was controlled vertically by health administration under government bureaucracy.Fragmentaeion is embodied in servuce sectors,service systems and service information.So that each can't cooperate with others for common goal.In addition,market forces was insufficient in the supply of urban community health service.Health administration was offside,which resulted ownership mixed with administration authority and overemsizes power-centered but ignore the aged need in health supply.Generally,bureaucratization was management-oriented rather than service-oriented..Based on this,community health service in China should develop towards informatization and specialization.The coordination and continuity of service supply in each department depend on informatization,while specialization can realize de-bureaucratization.Specifically,we should improve the network management and department system under the leadership of government.Second,giving more initiative and choice for community service center,encourage community and social organization participate in it.Finally,with the effort of government and society,we can realize our health China.
